Motion by Mayor Hardin and seconded by Councilmember Peterson to authorize notices of a <br />neighborhood meeting to be sent out to the parcels shown on the enclosed map. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Case /114: 1996 Business Expo <br /> <br />Judy Roff, representing the Economic Development Commission requested a donation of $2,000 <br />from the City of Ramsey to be used for advertising and promoting the 1996 Business Expo. The <br />remaining balance will be returned to the City Council. She noted that in 1995, the amount <br />returned from the $2,000 was over $710. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Resolution 896-03-053 appropriating Two Thousand Dollars ($2,000) for the 1996 Business <br />Expo. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen and <br />Peterson. Voting No: None. <br /> <br />Case #15: Electric Transmission Line Agreement <br /> <br />City Administrator Schroeder reported that at a recent meeting, Council agreed, conceptually, with <br />a proposal from Anoka Municipal Electric regarding transmission line alignment in the area of <br />Sunwood Drive just west of C.R. #116. The important issue was that the transmission line did not <br />negatively impact the ability of AEC or the City of Ramsey to market land that is traversed by the <br />line. The AMU has prepared an agreement for Council consideration intended to replicate the <br />conceptual agreement of Council. The first draft of the agreement created some concerns on the <br />part of staff. The Anoka staff proposed having their attorney respond to the concerns such as <br />allowing Council to act upon the agreement at this meeting. Staff is recommending approval of the <br />agreement contingent upon review by the City Attorney. <br /> <br />Councilmember Peterson wondered if anyone had spoken with the residents and added that Mr. <br />Doug Fountain was led to believe the line would be underground. <br /> <br />Mr. Schroeder stated he has been in touch with some of the residents. He added that he could not <br />find that commitment and if it is so, it would be with Anoka Electric Cooperative. <br /> <br />Ben Deemer, 15401 Sunfish Lake Boulevard NW, Ramsey, stated that a law enacted by the State <br />in 1976 reads that all new subdivision have power lines underground. You may remind them they <br />are running this line through four new plats. We could legally require them to bury them all. <br />When they argue about this, that's a lot more expensive than the concrete or steel towers we are <br />asking for. They are getting by a little easy. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to authorize the <br />Electric Transmission Line Agreement contingent upon City Attorney review and approval. <br /> <br />Motion carried.
