He added that there are a number of developers that have contacted the City recently in search of <br />property. These developers will be contacted also. Within the CIP, it is projected that $220,000 <br />will be made available for park development as a result of development of this parcel. It is <br />expected that this number is somewhat conservative. <br /> <br />Councilmember Beyer commented that she wished this process would have taken place for the <br />public works site. <br /> <br />Councilmember Zimmerman inquired if this would be put up for bids. <br /> <br />Mr. Schroeder replied that this is formatted so the City will alert everyone we have worked with <br />and it will be advertised in the paper for others. <br /> <br />Councilmember Peterson expressed concern about the timing of this. The park is driving the sale. <br /> <br />Mayor Hardin commented that we do not have to go forward with this. <br /> <br />Councilmember Peterson indicated he has no problem with the proposal, he is just concerned about <br />the timing. <br /> <br />Mr. Schroeder responded that if this does not occur, there isn't an identified revenue source to <br />develop that park and due to concerns expressed by the Ramsey Youth Athletic Association, the <br />park is scheduled for development in 1997. <br /> <br />Councilmember Beyer suggested it would be nice to wait awhile because the City is developing <br />rather quickly. We should take stock in what we have. <br /> <br />Mr. Schroeder suggested that Council may want to reconsider this proposal in a year or so. <br /> <br />Mayor Hardin suggested reassessing this issue in six months. <br /> <br />Consensus of the Council was that the development of residential Waste Management of <br />Minnesota, Inc. parcel be brought back for Council consideration in October or November 1996. <br /> <br />Case #19: Update on D.A.R.E. House Project <br /> <br />City Administrator Schroeder stated that staff was hoping to recover a model house built at the <br />Minneapolis Home and Garden Show for the D.A.R.E. project. However, this project did not go <br />forward as we were unable to reach an acceptable agreement with the manufacturer of the home. A <br />significant number of donations toward this project have been received. A number of these have <br />been unsolicited as word of the D.A.R.E. house project got out. We still have a lot on hold in the <br />Chestnut Ridge subdivision on which to build the project. We also, however, have not expended <br />or committed to any actual expenditures and can, therefore, stop the project at this point. Mr. <br />Schroeder proposed going forward with the project. He presented a plan for a four-bedroom, <br />modified two-story, with about 1,700 square feet finished that staff would like considered for this <br />project. If authorized, staff is proposing to continue the project as previously approved with only <br />the source of the framing of the home design changing. <br /> <br />Councilmember Beyer felt the house being presented tonight is a much better designed house. <br /> <br />Councilmember Beahen agreed and added that she liked the fact that in our community of children, <br />this will be a four bedroom house. <br /> <br />Councilmember Peterson asked if the City would reap some return. <br /> <br />City Council/March 12, 1996 <br /> Page 17 of 21 <br /> <br /> <br />
