Mr. Schroeder replied yes. He read the list of donations. There seems to be a fair amount of interest as we have received phone calls from companies that want to participate. Motion by Councilmember Beahen and seconded by Councilmember Beyer to direct that staff proceed with the D.A.R.E. House project as discussed. Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson and Zimmerman. Voting No: None. Case #20: Report from Road and Bridge Committee 1) Report on T.H. #47 MnDOT Improvements City Engineer Jankowski reported there were safety improvement projects along T.H. g47 scheduled for 1998. MnDOT had right mm lanes and by-pass lanes scheduled. They need to acquire right-of-way, therefore, the project is being pushed back one year. The good news is that there is also a bridge replacement project over Trott Brook and that was scheduled for 1998, but rather than have detours/construction on the highway twice, the project will be rescheduled so it all occurs in 1999. A mill and overlay project, scheduled for 2001, has been accelerated to 1999 also. He offered that he would be writing a letter to MnDOT's engineer advising him that the property on the curve south of 164th is available and it would be a very likely addition to the safety improvement work and that he would request that MnDOT respond to our request to include that in the 1999 project. No Council action was required. 2) Sunwood Drive Wetland Mitigation City Engineer Jankowski explained that the City is in the process of constructing Sunwood Drive where it terminates out to County Road g57. Part of this will include crossing the wetland by the end of the Ramsey Elementary School. The Department of Natural Resources would like to see Wetland gl 14P enhanced. They have suggested raising the groundwater table from its current elevation. John Oliver & Associates have been retained to prepare the necessary background and engineering for this. Approval must also be obtained from Anoka County because County Ditch g43 runs through the middle of Wetland gl 14P. He summarized the process that would allow the County to grant permission. Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to direct staff to prepare a resolution petitioning Anoka County for a ditch block to enhance a portion of Wetland gl 14P, submit the engineering report to Anoka County and approach the five property owners from whom flowage easements will be necessary. Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen and Peterson. Voting No: None. 3) Schedule Meeting with Anoka County Highway Regarding Desired County Highway System Improvement City Engineer Jankowski reported that he had spoken with the County Engineer to f'md out how the City should approach the County to indicate what we would like done with our County road system. He asked for Council to prioritize which projects are most important. The City of Anoka and Ramsey staff has issued several projects that would benefit C.R. #116 and he listed potential improvements on the County Highway system which should be considered.
