Case #3: <br /> <br />Request to Rezone Certain Property from B-1 Business to R-1 Urban <br />Residential; Case of Blaine Edmundson <br /> <br />Zoning Administrator Frolik stated that Blaine Edmundson is in the process of platting Brandseth. <br />The plat consists of approximately 22 acres located west of T.H. #47 and south of 153rd Avenue. <br />She explained that the property is currently zoned B-1 Business. The City is in the process of <br />updating the land use element of the Comprehensive Plan and the subject property continues to be <br />slated for commercial uses. However, the applicant has received preliminary plat approval from <br />the Planning Commission and City Council to develop a portion of the property with residential <br />lots. A public hearing was held by the Planning Commission and no written or verbal comments <br />were received. Subsequent to the public hearing, staff received a written comment from a resident <br />opposing the development of any additional homes in the area. She reported that this submittal <br />should be entered into the findings of fact. The Planning Commission is recommending approval <br />and an ordinance is being presented for introduction. <br /> <br />Councilmember Beyer inquired how far back Council discussed this particular area in the <br />comprehensive plan to keep that commercial. <br /> <br />Ms. Frolik replied it was in 1995. <br /> <br />Councilmember Beyer remembered discussing more about C.R. #116. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to amend the <br />proposed findings of fact to note receipt of a lransmittal from Dick Hartman of 5515 - 152nd <br />Avenue NW opposing the proposed rezoning. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to adopt Resolution <br />~96-03-049 adopting Findings of Fact g0394 relating to Blaine Edmundson's request for a <br />rezoning. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to introduce an <br />ordinance to rezone certain property from B-1 Business to R-1 Urban Residential. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #4: <br /> <br />Request to Rezone Certain Property from Industrial to R-1 Urban <br />Residential; Case of Good Value Homes <br /> <br />Zoning Administrator Frolik reported that Good Value Homes has submitted a request to rezone <br />the proposed plat of Pondview from Industrial to R-1 Urban Residential. The plat consisted of <br />149 lots on approximately 85 acres located east of Ramsey Boulevard and north of Industry <br />Avenue. The Planning Commission conducted a public hearing in January and recommended <br />approval of rezoning. On January 23, 1996, Council heard the request and introduced an <br />ordinance pertaining to the rezoning by a 3/2 vote. Adoption of a zoning ordinance would take a <br />4/5 vote. Councilmembers Beyer and Zimmerman expressed concern that the rezoning would have <br />an adverse impact on the City's inventory of industrial property.
