Mr. Deemer suggested that since the building has to be raised to put in a new foundation, maybe <br />the building could be turned around so the door does not face Highway #47 but wondered if that <br />would destroy its status as an historical site. <br /> <br />Mr. Schroeder stated that the Historical Society has to approve the plans. <br /> <br />Councilmember Beyer stated that a question was raised about the easements given for this <br />particular parcel versus the easements given on the east side of Highway #47. <br /> <br />Art Raudio, developer stated that on the east side it appears the easement is 75 feet and it's 60 feet <br />on the west side. He expressed disagreement with that inequity. He inquired if it means that the <br />parcel on the north now only needs to provide a 60 foot easement. <br /> <br />Mr. Deemer commented on the discussion of having a sidewalk and questioned if the City <br />shouldn't continue to have one on the other side too. <br /> <br />Mr. Jankowski agreed that we need to continue the trail or the sidewalk. We will be extending <br />such a walkway from C.R. #116 and would like that to end up at the intersection of 142nd and <br />cross at a controlled intersection. There is not enough land on the east boundary of the site plan. It <br />was sug.gested to meander west along the wetland up to 142nd and bring back 142nd east to the <br />intersecnon. <br /> <br />Mr. Deemer commented that there should be a five-foot concrete walkway or an eight-foot trail. <br /> <br />Mr. Raudio stated he is not opposed to the project. He does not want to jeopardize a good plan. <br />His point is that on the east side of the road, he gave an additional 42' and this one was 12'. He <br />stated that the point he is getting to is that this jeopardizes safety on the east side. He added he is <br />not trying to get his right-of-way back. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to grant site plan <br />approval to KKE Architects for the Landmark Community Bank facility contingent upon agreement <br />on the shingles and the sidewalk/trail/walkway. <br /> <br />Further discussion: Councilmember Beyer inquired if Council is planning to address reducing the <br />amount of landscaping etc. and does this also take into consideration that the property needs to be <br />replatted to a correct right-of-way or is Council giving them a blanket approval to do whatever. <br />Ms. Frolik responded that the development agreement is giving the landscape as proposed. <br />Councilmember Beyer argued that the case says they meet all the requirements and that's not true. <br />Ms. Frolik stated that all is noted in the development agreement. Councilmember Beyer stated that <br />Council has to approve that to which Ms. Frolik replied that Council will if they grant site plan <br />approval. <br /> <br />Motion carded.
