House/Old Town Hall is restricted to 32 which is approximately one busload. That bus could be <br />accommodated on the service road. <br /> <br />Ben Deemer, representing the Planning Commission, stated that the Planning Commission's <br />motion included provisions for bus parking and also asphalt shingles which does not seem to be in <br />the agreement any place. He felt the bus parking spot could be accommodated on the space where <br />the future road will extend south or a good alternative would be to leave it in the driveway. <br /> <br />Dave Brewster, KKE Architects, stated that the way they have designed the site is with a one-way <br />loop system on the bank property. Their preference would be not to see busses go to that loop - <br />this access road is designed to continue. That's an interim solution and when it comes to the two- <br />way system, the busses will have to park off site. <br /> <br />Mayor Hardin inquired about the shingle issue mentioned by Mr. Deemer. <br /> <br />Mr. Brewster replied that would be more costly but they will take that as a alternate bid. He stated <br />they have designed the bank to be very compatible with the Old School and he felt the shingles <br />were not a real critical element; however, they would be willing to entertain that idea. <br /> <br />Councilmember Beyer inquired of Mr. Brewster how they intend to renovate the inside - as an old <br />town hall or as an old schoolhouse. <br /> <br />Mr. Brewster responded that they have not had any discussion with representatives from the City. <br />He anticipated it would be restored as a school building. <br /> <br />Councilmember Beyer asked if it would not be a commercial venture as has been reported in the <br />paper. <br /> <br />City Administrator Schroeder replied that the commercial venture was an idea of his to recover <br />some of the costs. It was not perceived by Council as a popular idea. We have talked about <br />renovating the building back to an 1893 building. <br /> <br />Councilmember Beyer stated that she read in the paper that the property the Old School sits on <br />belongs to the bank now. <br /> <br />Mr. Schroeder responded that the City would retain ownership of that property. <br /> <br />Councilmember Beyer suggested that when the schools go on field trips, it's not usually just one <br />classroom - it's the entire class and she felt this building was not designed to handle that. <br /> <br />Mr. Brewster reported that the building has only one exit so the maximum capacity would be under <br />50 people - with 30 being a reasonable number. <br /> <br />Councilmember Beyer stated that there would be 3 to 400 students that would come at a time and <br />she wondered where the other children would go while the 30 are inside the building. She <br />inquired if that safety factor had been given any consideration. <br /> <br />Mr. Schroeder stated he did not believe that Mr. Brewster's charge is to evaluate how the City is to <br />use this building. <br /> <br />Councilmember Beyer debated that this issue was raised before - the issue of bus parking, etc. <br /> <br />Mayor Hardin was certain no one would bring 3 to 400 children to that building at one time. <br /> <br />City Council/March 12, 1996 <br /> Page 5 of 21 <br /> <br /> <br />
