available right now. The time frame is about eight years. He stated there will be a need for mm
lanes, etc., - 1998 up to the year 2010, will be when the need for improvements is felt. The City's
position should be clarified for the property owners. Do not put them in limbo.

Karyn Peters - That's real important to us. We cannot make improvements to our property. Five
years is in the middle of my daughter's high school years.

Ben Deemer- How did Sunwood Drive get realigned, It was not intended to line up to 149th. In
the very beginning when 149th was created, there was no alternative. The Planning Commission
never intended Sunwood Drive to go that far north.

Mr. Jankowski - Originally it was to bring g47 to the east and connect in Amber Ridge. If we do
that, we would have to signalize 149th and Sunwood Drive. If we do that, the people would go
down Argon Street.

Mr. Deemer - We put the planning in to put that in and let the new people suffer - not the current
resident. I do not think we should change it.

Mr. Jankowski - What's the alternative - straighten it out to g47 and terminate it there.

Mr. Deemer - A signal there will give traffic a break. Highway #47 will be a two-lane road no
matter what we do.

Mr. Jankowski - #47 will not always be that way.

Mr. Deemer asked when it will be a four-lane.

Bill Dorn, representing Lord of Life Church, - The church is in the middle of a very aggressive
expansion. The congregation has doubled and will continue to double. We look to increase by
about 3,000 in the next 10 to 15 years. We will be moving 1,500 cars in and out of there in a 20-
minute time frame. Our access is creating problems now but one of the key ingredients will be
#47. We want to know what will happen and what the time table will be. There may need to be an
exit onto #47. The exit could be limited to Sunday morning. If 149th does not get built in 10
years, we need to get some ingress and egress. We have a lot of land there now. The area up
there - all those houses - Anoka County has formed an HRA that is actively looking for projects.
You may want to talk to them about re-developing that area. It may be appropriate for senior
housing, etc. It may be something the church will be interested in.

Mr. Deemer - Does the church own the land south of the property?

Mr. Dom - Yes, the County will need some right of way from us.

Mr. Deemer - asked if that was a problem to which Mr. Dom replied no, we have always
contemplated that.

Art Raudio, Developer, - Asked when this highway study would be done and commented on a
meeting on the 25th of the month to set a five-year capital improvements.

Jon Olson, Anoka County Highway, - The five-year plan is reviewed every year. There may be a
meeting again in April.

Dennis Berg, Anoka County Commissioner, - They have started the budget process for 1997.
Looking at the CIP as it affects this project - we are looking at what will be put in that year. Last
year's five-year plan is about eight years out.

Neighborhood Meeting/Workshop Highway #47/March 19, 1996
Page 2 of 9
