Mr. Raudio - Asked about the City setting its priorities. <br /> <br />Mr. Jankowski - Replied that the City has submitted a letter to Anoka County. <br /> <br />Mr. Raudio - Asked what the letter entailed. He wanted to know if C.R. #5 and T.H. #47 were in <br />the plan. In 1979, the City came and asked for the right-of-way on T.H. #47 - 75' for the State <br />and 75' to the County for the bridge crossing. There was cooperation between the County and <br />between the City in getting bridge across and working with the City. Now - Rick Foster and I <br />(Raudio) do not have access to almost one half of the commercial property because of C.R. #5. <br />We cannot develop that property. If you look on the highway study, since 1979, that was a <br />dangerous intersection. The County got the 30' to help correct that and the State hasn't done a <br />thing. The State delayed work that should have been done on the north end of T.H. #47. The <br />people of Ramsey are getting taken. It has cost the citizens of Ramsey hundreds of thousands of <br />dollars by not getting that property developed. I (Raudio) am willing to discuss this at any time. I <br />am really disturbed about what's happening on that County Road #5. Some of you sitting here <br />may be the ones who are killed on T.H. #47. It's getting to be a tragic situation on #47. All I am <br />trying to do is figure out priorities. <br /> <br />Councilmember Zimmerman- Art Raudio and Rick Foster own property on the east side of #47. <br />They need to get an alignment of #5 and g47 squared away so they can develop their property. <br /> <br />Mr. Raudio - Would like to meet with the County and the State. The County has been very <br />cooperative but the state has not. If the City feels #47 is a priority, the citizens feel that way and so <br />does the County, then maybe the State will "turn up their ears". It's a dangerous piece of <br />highway. There will have been some way to get funding for this. It takes everyone's cooperation <br />but we have to decide our priorities. <br /> <br />Jon Olson - The County has done a way out of where we think #5 should be aligned with #47. <br />It's available for review. We have reviewed it with the State Aid engineer. Our intentions are to <br />submit that project and the next available funding year for cooperative agreements is 1998. It's not <br />for sure we would get funding. That does not mean that it should hold up development on the east <br />side of #47. <br /> <br />Mr. Deemer - They cannot have either access proposed until the State realigns the road. <br /> <br />Rick Foster - They have paid a quarter million dollars in taxes and assessments for the land. We <br />could have fixed the intersection for that. <br /> <br />Jon Olson - It would cost about $1 million to do that. <br /> <br />Ben Deemer - C.R. #5 and T.H. #47 are the next priority but the State has another priority and <br />that's to straighten 180th north to redo the bridge on Trott Brook. We need to re-prioritize. He <br />would just as soon see overlay applied to the eight miles first. <br /> <br />Cyrus Knutson - The project we have planned is to put in mm lanes and lights at various locations. <br />If we spend our money in one area, it does not help the problem all the way. <br /> <br />Steve Jankowski - Some funding is for bridges alone.
