Cyrus Knutson - Do not know. We are not actively seeking to do that but there is no schedule for <br />turning it back. <br /> <br />Jon Olson - At last Friday's meeting, we discussed that at MnDOT. That's a MnDOT theory is that <br />it ought to have jurisdiction over all arterials and the City ought to have control over it. It's a <br />candidate to be turned back to the County or a select minor arterial A. Discussion on that is it's at <br />least a year away. <br /> <br />Cyrus Knutson - Whether it's State or County ~ it competes for the same funds in the same way. <br /> <br />Art Raudio ~ So the State cannot say that it's not a priority. <br /> <br />Jon Olson - There are a certain number of dollars prioritized through a process at Met Council. <br />Projects are submitted for funding and evaluation relative to each other. Funds are designated <br />toward a project. T.H. #47 is similar to #242. They are competing with 212, 7, 169, and all other <br />routes in the Metro Area. There are "x" number of dollars on the top and the bottom needs are 10 <br />times that. The top number will have to prioritize. #242 and #47 have a hard time coming to the <br />top of that pile but the Metro Area is full of them. <br /> <br />Art Raudio - $250,000 has been spent on property that cannot be developed because of access. <br /> <br />Dennis Berg - This is what needs to happen. We got comfortable about roads being built and <br />maintained but now every year there is less money for roads. You are paying about half as much <br />as you were 10 years ago. We have a gas tax but there is still not enough money. <br /> <br />Art Raudio - The problem has been about right-of-way given and a serious effort to get that taken <br />care of. I am possibly being unduly critical but we have to look at Ramsey and try to build a <br />community. The Scenic River came through - other communities did not want Ramsey to build. It <br />doesn't seem to make a difference no matter what Ramsey tries to do it's being held hostage by <br />#47. <br /> <br />Rick Foster - This is not the first time we had this conversation. We discussed this with the State <br />of Minnesota in 1986. We probably had this conversation every couple of years. We cannot do <br />anything until something happens there. Can the City make a loan to the State? <br /> <br />Jon Olson - The Riverdale area - Coon Rapids came to the County and said we have $4 million. <br />How much do you need to get the job done. We came up with $5 million - we put it together and <br />got the work done. There's still 13 to 20 million dollars. Blaine came and said we have $1.7 <br />million in the bank and offered to help with Lexington. Maybe if you come with money, we can <br />give some help. <br /> <br />Art Raudio - It's not the idea that Ramsey has been interested in - they have been trying to give the <br />stove wood. You can get some cooperation out of here - it's a good community. I think the City <br />is trying to expedite some of this. <br /> <br />Jon Olson - Communities have gone to MnDOT and the County. They have done that with other <br />communities. <br /> <br />Dennis Berg - Our County highway is budgeting 60% of our property tax. It should be gas tax. <br /> <br />Art Raudio - I have other business on the West Coast but I will stick around to see what will get <br />done with this. I would like to see this done but maybe this is not a priority - maybe I am <br />dreaming.
