Dennis Berg - No one disagrees but there are other priorities too.

Cyrus Knutson - I am not aware of a demonstrated report of accidents. We have to pay attention to
all in the area. You have a three leg now - you want to add a fourth leg to have a better access.
Not a rebuilt three leg - a four leg.

Jon Olson - #47 has to come up three feet and C.R. #5 has to be moved to the north. We are
talking about a small lip of construction.

Ben Deemer - This always gets started by upgrade to 116 and 47, traffic lights mm lanes. It keeps
getting thrown out - will it happen this year?

Jon Olson - Letting is on January 1.

Rick Foster - asked about Coon Rapids and Blaine loaning money.

Jon Olson - It was not a pay back. Lino Lakes built a road costing $1.8 million - we paid back
about $1.2 million - $600,000 was their contribution. Getting $1/2 million in Anoka County's
five-year program is not an easy sell.

Rick Foster - What about the State - how far?

Cyrus Knutson -//47 - not even been talked about yet.

Jon Olson - In cooperative agreement - City, County and State put $2 to $3 million in a year - they
do get funding. It's possible there could be dollars in that co-op agreement in 1997 and 1998. It's
a small amount of State money.

Rick Foster - I could go one of two ways. If we come up with 1/2 million dollars, what if the
State's not ready. Could we do it and get paid back.

Cyrus Knutson - One way to make this happen is we would say we will put in our share.

Denny Eyler - City will have to put money in if you have a four-leg intersection.

Art Raudio - What's the time line?

Cyrus Knutson - For fiscal year 1998, in July 1997. The cooperative agreement that starts this
July is already done.

Art Raudio - How does it get on for local initiative funding - only safety reasons?

Cyrus Knutson - No - benefit, safety, etc. Priorities are set.

Councilmember Zimmerman - What would the City have to contribute from 142nd to just beyond
C.R. #5 - what are we talking about for cost. What would it take fi.om the City.

Dennis Berg - The State has a lot in this too.

Danny Eyler - $1 million for 1/2 mile - about $2 million for a mile.

Jon Olson - That's a little low from our perspective.

Neighborhood Meeting/Workshop Highway #47/March 19, 1996
Page 5 of 9
