Cyrus Knutson - If the City takes the lead they provide design, it's more expensive.

Jon Olson - This project would not compete at all on the Federal level.

Denny Eyler - One leg at Xkimo and paying for 1/2 the signal on 142nd. You would be in for over
$200,000 right there. That's a normal share. You are already committed to that.

Rick Foster - How much leverage would it take.

Jon Olson - No way to answer that question. What we have in our five-year plan adds up to about
eight years in projects. I am not saying it' s not possible. Best chance of getting something done is
for someone to say we need to do it. We need to get it designed and have a back up of $3 -
5,000,000. The City has to have a plan ready to go with. Someone has to say we will do it.

Councilmember Zimmerman - talked about the fight-of-way for #47 given by Raudio and Foster.
They have given land to the City.

Denny Eyler - That should be pointed out as a little leverage.

Art Raudio - Does the right-of-way count toward points?

Cyrus Knutson - They help get projects done but it does not equal dollar donations.

Ben Deemer - g47 was a two-lane road with no shoulder. Every where there were four-lanes put
in by developers it was at the insistence of the City (turn lanes).

Cyrus Knutson -That's standard practice.

Ryan Schroeder - The #116/#47 intersection was a top priority - It did not make too much sense to
be arguing about the intersection north of that now that it's being accomplished. It makes sense to
proceed to the next step. The meeting on March 25 is with the City of Anoka and Anoka County.
The steps this City Council took is they allocated a fairly significant amount of money toward the
intersection. We are hoping to use that funding source to talk with the County about moving
priorities up on that. The Road and Bridge Committee has not talked about conducting any
preliminary engineering on that project. We assumed we would go to the County and ask for them
to step up their engineering on that in exchange for money. There is money set aside by this City
Council and another funding source just provided for a week ago in the transportation impact fees
for projects such as this. There's some likelihood the City will be able to offer some funding that
did not exist before.

Councilmember Zimmerman - Olson and Berg have given us some good direction where to go.
Someone in the City has to pick up the ball and run with it. We have right-of-way. Get some
plans going and continue on.

Ben Deemer - Mr. Dom did not think there would be any problem getting a right-of-way.

Steve Jankowski - The back issue was accesses. I have been approached by people asking for
access onto #47. We have to address this because we are supposed to eliminate accesses.

Denny Eyler - Ideally there would not be any driveway accesses on a highway such as this. But
this has to be considered. Even having a signal on 142nd is a compromise for MnDOT. You are
transitioning into the City of Ramsey.

Art Raudio - Because of speed?

Neighborhood Meeting/Workshop - Highway #47/March 19, 1996
Page 6 of 9
