Zoning Administrator Frolik stated that George Sherman of Sherman Associates has applied for <br />site plan concept approval to develop townhouse units on Outlot B of Sunfish Square, which is <br />located at the northeast comer of the intersection of County Roads #116 and #56. She explained <br />that a minor subdivision will be required to remove the outlot designation and render the property <br />buildable. The property consists of 8.7 acres and under Multiple Residential zoning, the property <br />is eligible for 130 units; the developer is proposing 64 rental units. Because the units are rental, <br />the plat will consist of one lot for all units versus 64 separate parcels. The exterior will be <br />maintenance free aluminum siding with asphalt shingle roofs. A private road extension from 141st <br />Lane on the east and 142nd Lane on the north is proposed to provide access to the development. <br />City staff supports the private road concept as k provides the opportunity for narrower pavement <br />widths on the streets, which, in mm, increases the amount of area available for additional off-street <br />parking nodes, green space and snow storage. The Planning Commission reviewed the proposal <br />and recommended approval. She announce that Mr. Sherman is available to answer any questions. <br /> <br />Councilmember Peterson inquired if any more storage had been considered. <br /> <br />Mr. Sherman replied that they could check out the economics of building extra, detached garages. <br />He noted there is enough room to set aside for this. He described the townhouses as high quality <br />two and three bedroom apartments with market rate rents. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Peterson to recommend <br />Sherman Associates proceed to apply for final site plan and plat approval for the proposed <br />townhouse development on Outlot B in Sunfish Square. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Peterson, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Case //9: Final Plat Approval of Bury & Carlson 2nd Addition <br /> <br />City Engineer Jankowski stated that the City has been working to acquire some property from <br />Bury and Carlson to facilitate the acquisition of lands along the south and west boundaries of the <br />parcel for the extension of McKinley and Jaspar Street into a collector roadway paralleling the <br />railroad tracks. Land not required for the roadway will be utilized by the City Public Works <br />facility or for storm drainage ponding. The Planning Commission recommended final plat <br />approval. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Resolution g96-03~059 granting final plat approval to Bury & Carlson 2nd Addition. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen and <br />Peterson. Voting No: None. <br /> <br />Case #10: <br /> <br />Review Draft Language for the City of Ramsey Comprehensive Plan <br />Amendment <br /> <br />Zoning Administrator Frolik stated that she had provided Council with a rough draft of the <br />language for the Comprehensive Plan Amendment.
