Case #13: Report from City Attorney on Petition Request <br /> <br />City Attorney Goodrich stated that the City received a Charter amendment request on February 27, <br />1996, in relation to the assessment procedures. State Statute governs that amendment of the City <br />Charter election will need to be held within 90 days which means the election should be scheduled <br />on or before May 27. There must be two successive weeks of public notice plus the Charter <br />Commission should review the proposed amendment. The Charter meeting must be held in <br />advance of May 27, so we can have whatever action they want to take in addition to scheduling the <br />election. State Statutes says that Charter has to review this proposed amendment, however, it does <br />not give them any authority to make changes. No action is required, this is to inform Council that <br />the proposed amendment will be brought to the Charter Commission. <br /> <br />Case #14: Report from Finance Committee <br /> <br />1) 1995 Budget Amendments <br /> <br />Finance Officer Hart explained that the Finance Committee had reviewed the amended budgets for <br />the General Fund, Economic Development Authority Fund, Tax Increment Revolving Fund, Water <br />Utility Fund, Sewer Utility Fund, Street Light Utility Fund and the Recycling Fund. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to adopt Resolution <br />g96-03-061 authorizing final budget amendments for the purpose of amending the City's General <br />Fund Budget and other budget amendments listed above. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson and <br />Zimmerman. Voting No: None. <br /> <br />2) Review and Adopt the 1997 Budget Calendar <br /> <br />Finance Officer Hart stated that the Finance Committee reviewed the 1997 budget calendar and is <br />recommending approval of it. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt Resolution <br />//96-03-062 approving the City of Ramsey's 1997 Budget Calendar. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />3) Award Bid for Purchase of Articulated Loader with Snow Plow and Wing <br /> <br />Finance Officer Hart reported that the City had received two bids for a 4-wheel drive loader with <br />snow plow and wing. The Finance Committee reviewed the bids and recommended the bid be <br />awarded to the CASE dealer. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Resolution g96-03-063 receiving bids and awarding contract to CASE for the purchase of <br />articulated loader with snow plow and wing. <br /> <br />Motion carried.
