4) Contract Amendments for Ramsey Comprehensive Plan Updates (Transportation and Land Use Elements) Finance Officer Hart reported that two firms employed to prepare the comprehensive plan updates, under a not-to-exceed contract, have both requested an amendment to the contract amount. The Finance Committee reviewed this and determined that a not-to-exceed contract means exactly that. Motion by Mayor Hardin and seconded by Councilmember Beyer to deny the contract extension on the BRW and RLK contracts and that staff should write a letter explaining the reason for this denial. Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson and Zimmerman. Voting No: None. 5) 1996 Spring Events Finance Officer Hart summarized the planning thus far of the 1996 spring events. Motion by Councilmember Peterson and seconded by Councilmember Beyer to authorize staff to finalize scheduling of the four annual spring events as detailed in this case and to proceed with plans for these events. Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen and Zimmerman. Voting No: None. Motion by Councilmember Zirnmerman and seconded by Councilmember Beyer to adopt Resolution g96-03-064 proclaiming May 4, 1996 as "Arbor Day" and the month of May as "Arbor Month". Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen and Peterson. Voting No: None. 6) Approve Solstice and Lake ltasca Park Budgets Finance Officer Hart summarized the improvements planned for Solstice and Lake Itasca Parks and the budgets for the improvements. Motion by Councilmember Beahen and seconded by Councilmember Peterson to authorize the project amendment to the Solstice Park development budget not to exceed $9,000 and also the project amendment to the Itasca development budget in an amount not to exceed $57,000 and direct staff to advertise for bids to complete the Okapi trail head parking and Itasca Park nail improvements. Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Peterson, Beyer and Zimmerman. Voting No: None. MAYOR/COUNCIL INPUT 1) Roll Call Vote City Administrator Schroeder stated that Council can waive the reading of an ordinance and order the adoption with one vote. If a roll call vote is requested, there could be a rotated order, or the Mayor could be called on first and the rest could be in alphabetical order, or it could all be done in alphabetical order.
