Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen and Beyer. <br />Voting No: Councilmember Zimmerman. <br /> <br />Case #10: Improvement Project #94-16; Sunwood Drive <br /> <br />City Administrator Schroeder explained that the City Council was not comfortable with proceeding <br />with Improvement Project g94-16 (Sunwood Drive) until all land negotiations were complete. The <br />City has made an offer. We feel we will be able to have an acceptable purchase agreement with the <br />owner soon. If we recommend bids and do not have control of the property, the City Council can <br />vote to not award. In order to complete this project in a timely fashion, we need to get moving to <br />this extent. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Resolution g96-04-075 approving plans and specifications and ordering advertisement for bids <br />(Improvement Project g94-16 S unwood Drive NW). <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen and <br />Peterson. Voting No: None. <br /> <br />Case #11: <br /> <br />Consider Joint Powers Agreement Between the City of Anoka and the <br />City of Ramsey for the Supply of Municipal Water Service to <br />Portions of the City of Ramsey <br /> <br />City Administrator Schroeder stated that the intent of this case is to keep Council updated with <br />regard to the Municipal Water joint powers agreement. The City Attorney should draft a response <br />to this. We have a temporary agreement in place with the City of Anoka. Anoka came up with an <br />amended agreement - portions of which Ramsey staff feels are acceptable. The unacceptable part is <br />how much water we can purchase before penalties kick in. He asked that Council direct the City <br />Attorney to respond to the City of Anoka's amended proposal. We feel we should be looked at as <br />a cotmnercial customer - we end up paying more than a commercial customer. To some degree, <br />that's probably appropriate - we have heavy use in June, July and August - then we can turn it off. <br />Being somewhat greater than that is appropriate - we feel current agreement is more than what's <br />appropriate. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Hardin to direct the City Staff to <br />write a response to this proposal reflecting the discussion about reducing the rates and penalties as <br />they seem excessive. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #12: Special Election - Proposed Charter Amendment <br /> <br />Ben Deemer, 14501 Sunfish Lake Boulevard NW, Ramsey, had requested a chance to make a <br />statement. See Exhibits A and B. <br /> <br />City Attorney Goodrich stated there is no constitutional reason the proposed amendment cannot be <br />presented. <br /> <br />Mr. Deemer argued that the proposed amendment should have been accepted by the Charter <br />Commission before Council received it. <br /> <br />City Council/April 9, 1996 <br /> Page 12 of 17 <br /> <br /> <br />
