Case #14: Award Bid for Annual Pet Clinic <br /> <br />City Administrator Schroeder reported that a bid request for the Pet Clinic was placed in the Anoka <br />Union as well as sent to local veterinarian clinics. One bid was received, that being from AMVET <br />of Elk River. As in the past, the City is planning to add a small fee to help defray administrative <br />costs. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to adopt Resolution <br />~)6-04-076 awarding the bid for the 1996 Annual Pet Clinic to AMVET of Elk River. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Case #15: Report from Road and Bridge Committee <br /> <br />1) Consider Revision of Snow Removal and Ice Control Policy <br /> <br />City Engineer Jankowski reported that the Road and Bridge Committee reviewed the revisions of <br />the snow removal and ice control policy. It is proposed to combine the existing pOlicies into a <br />single policy. The modifications of the policy are as follows: states a goal of having arterial streets <br />passable by the morning rush period; acknowledges that the type of storm may cause a deviation <br />from the general procedures stated in the Policy; identifies areas of citizen responsibility; <br />formalizes the damage repair policy on replacing mail boxes, and addresses the issue of damage <br />caused to other encroachments in the boulevard; adds City responsibility for snow removal around <br />fire hydrants; and identifies 911 as the appropriate vehicle for emergency plowing requests. The <br />Road and Bridge Committee did not make any recommendations. They felt it would be a good <br />idea for City Council to look it over. We will be bringing it back for formal adoption at the <br />meeting in May. <br /> <br />2) Consider Policy Regarding Transportation Impact Fees <br /> <br />City Engineer Jankowski stated that the Transportation Impact Fee would be collected during the <br />platting process and when the building permit is issued. The Road and Bridge Committee <br />reviewed the draft policy. The introduction restates the purpose of the fee and acknowledges how <br />the fee will be determined. The meat of the policy is on the use of the fees. The Road and Bridge <br />Committee suggested they were not entirely comfortable with the use of the funds for trails. They <br />determined we should go back and prioritize what we want to use the funds for. They <br />recommended City Council review this and discussion of same will be rescheduled again in May. <br /> <br />3) Review Sunwood Drive (West) C.R. #116 - C.R. #56 Plans <br /> <br />City Engineer Jankowski explained that the Road and Bridge Committee reviewed the plans for <br />Sunwood Drive, west from C.R. #116 to Ramsey Boulevard, to provide access to the Anoka <br />Energy Park. They recommended Council adopt the resolution authorizing advertisement for bids <br />for the project. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Resolution #95-04-077 approving plans and specifications and ordering advertisement for bids for <br />Improvement Project g95-21; Sunwood Drive from C.R. #116 to C.R. #56. <br /> <br />Motion carried.
