Case /116: Report from Personnel Committee <br /> <br />1) Commission Appointment Process <br /> <br />Administrative Services Manager Waite Smith reported that she had collected information from <br />other area cities pertaining to the selection process used in appointing commissioners/board <br />members. She also conducted interviews with the Mayor and Council and distributed <br />questionnaires to persons currently serving on any board or commission in the City of Ramsey. <br />The Personnel Committee suggested she visit with the commissions again and focus on <br />qualifications we need. She offered to report back in two months the result of the visits. <br /> <br />Councilmember Beahen added that the Committee talked about not having the commissions <br />weighted. <br /> <br />Mayor Hardin suggested there will be more general guidelines than specifics. <br /> <br />Case //17: Award Contract for Construction of Police Facility <br /> <br />City Administrator Schroeder stated that on February 13, 1996, Council authorized receipt of bids <br />for the Police office building. The firms that met the pre-qualification requirements were mailed <br />the bid materials on March 1. The project was also advertised in the Anoka Union. Four bids <br />were received. Council authorized $600,000 for the hard construction portion of this project. In <br />addition to this, the 1996 budget has set aside $22,727 for office furnishings. The bidders were <br />informed that it was expected the bid award would include a component for operating efficiency of <br />the HVAC and electrical systems. Because of how the bids came in, ongoing utility costs are not <br />expected to impact the bid awards (all bidders bid on the same basis with operating efficiencies bid <br />as additional options). The building is expected to have an annual gas and electric bill of about <br />$14,000. Following comparison of bids, staff is recommending awarding it to Sharp Construction <br />of Maple Grove in an amount not to exceed $588,396. This contractor met all of the stated <br />specifications and is the lowest bidder on the project. Mr. Schroeder noted that within the bids, <br />each of the contractors have allowances for flooring, wall covering, and the security system. <br /> <br />Police Chief Auspos commented that everything seems fine and he would like to go ahead with <br />this. <br /> <br />Mr. Schroeder added that we are doing the telephone wiring, so be assured this budget is <br />extremely tight. When we do the hard architectural, if we see opportunities to save a dollar here or <br />there, we will bring those suggestions to Council. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to adopt Resolution <br />#96-04-078 receiving bids and awarding contract for construction of a Police Department Office <br />Building. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson and <br />Zimmerman.
