Voting No: None. <br /> <br />Case <br /> <br />Request for a Conditional Use Permit to Grade and Export Soils; <br />Case of Good Value Homes, Inc. <br /> <br />Zoning Administrator Frolik stated that Good Value Homes has applied for a permit to grade and <br />export soils from that area proposed to be platted as Pondview. Pondview consists of 85 acres <br />proposed to be subdivided into 130 single family lots. The grading plan approved along with the <br />preliminary plat for Pondview will require exporting approximately 120,000 yards of material from <br />the site. City Code does not require a special permit for grading operations associated with an <br />approved plat, unless the operations involve exporting soils from the site. There are three haul <br />road access points proposed: two on County Road #116 and one on 149th Avenue. The applicant <br />has indicated that the grading operation could take 12 months to complete. Silt fence and other <br />erosion control measures have been proposed to protect adjacent properties and the wetland. The <br />application was for three haul roads but the Planning Commission recommended not using 149th <br />as a haul road. She noted that John Peterson and Derek Passe were present in the audience. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Peterson to adopt <br />Resolution g96-04-074 adopting Findings of Fact 410398 relating to Good Value's request for a <br />conditional use permit to grade and export soils. <br /> <br />Motion carried. Voting No: None. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to adopt <br />Resolution ~)6-04-075 approving the issuance of a conditional use permit based on Findings of <br />Fact ~d398 and declaring terms of permit to grade and export soils. <br /> <br />Motion carded. Voting No: None. <br /> <br />Case #8: <br /> <br />Request for Preliminary Plat Approval of Business Park 95 Addition; <br />Case of City of Ramsey <br /> <br />Zoning Administrator Frolik explained that the City of Ramsey is in the process of final platting the <br />remainder of the original Business Park 95 in addition to some recently acquired property to the <br />east. The area to be platted is approximately 65.5 acres in size and is proposed to be subdivided <br />into six industrial lots for development, three outlots for future development, one outlot (B) for <br />drainage and utility, and one outlot for possible future extension of McKinley Street to the City's <br />eastern boundary. All of the lots meet the one acre minimum area requirement. All lots except Lot <br />2, Block 2, meet the 200 foot of frontage on a public road requirement. Lot 2, Block 2, is <br />currently occupied by Bjorklund Ready Mix and, under the subdivision proposed, would become <br />landlocked. The intent severing the Bjorklund parcel from direct access onto Uranium by the <br />creation of Outlot B is to ensure the protection of a valuable grove of trees adjacent to Uranium <br />Street. In exchange, the City would grant the Bjorklund parcel a perpetual easement for access to <br />Uranium street purposes across Lot 3 to the south. All lots, except Lot 2, Block 2, will receive <br />public access from McKinley, Uranium, or Industry Avenue.
