development agreement with the City, submittal of a landscape/screening plan and modifying the <br />site plan to provide B-612 concrete curbing around the perimeter of bituminous from the front of <br />the building to the front property line. Also, the financial guarantee will not be released until the <br />curbing and pavement is installed and that the landscaping and screening has been worked out. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Case #5: <br /> <br />Request for Site Plan Approval for Copper Sales; Case of Corporate <br />Real Estate <br /> <br />Zoning Administrator Frolik stated that Copper Sales is proposing constructing a facility in <br />Business Park 95 2nd Addition on the south side of McKinley Street. The proposed project is a <br />30,400 square foot office/warehouse facility and meets City Code requirements for lot coverage, <br />setbacks, architectural standards, landscaping, screening, waste storage and number of off-street <br />parking spaces. All driveways, parking lots, maneuvering areas and outside storage yards are <br />required to be paved and finished with B-612 concrete curbing. At the applicant's request, the <br />Planning Commission recommended waiving the curbing requirements for the storage yard on the <br />east side of the building and the driveways along the south side of the building. The storage yard <br />on the east is proposed as a future expansion area and the improvements would have to be <br />destroyed. The driveways along the south side of the property are adjacent to a railroad track and a <br />power line easement. The Planning Commission and City staff recommend site plan approval. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to approve <br />Corporate Real Estate's site plan for the Copper Sales facility contingent upon supplying the City <br />with a modified site plan clearly identifying pavement and curbing in accordance with the <br />recommendations of the Planning Commission, providing a lighting plan and the approval of the <br />Business Park 95 Architectural Review Board. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen, Beyer and <br />Peterson. Voting No: None. <br /> <br />Case #6: <br /> <br />Request for Final Plat Approval of Ferrum Addition; Case of City of <br />Ramsey <br /> <br />Zoning Administrator Frolik stated that the City of Ramsey is in the process of platting recently <br />acquired property lying west of Sunfish Lake Boulevard and north of the Burlington Northern <br />Railroad. The area to be platted is approximately 8.5 acres in size and is proposed to be <br />subdivided into one industrial lot for development and one outlot for possible future development. <br />The lot to be platted meets the one-acre area and 200 feet of frontage on a public road requirement. <br />The lot will receive access from McKinley Street and was proposed to have an exit only onto <br />Sunfish Lake Boulevard. Anoka County is denying access onto Sunfish Lake Boulevard so our <br />right-of-way along Sunfish Lake would have to be dedicated to the County. <br /> <br />City Administrator Schroeder suggested it makes it difficult to develop but that does not impact the <br />platting. We are still trying to get access onto Sunfish Lake Boulevard - it is proposed as an out <br />only. We need to ensure that the County was clear on the intent of the drive. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt Resolution <br />#96-04-073 granting final plat approval to Fermm Addition contingent upon a favorable response <br />from Anoka County regarding the exit onto Sunfish Lake Boulevard as it is felt the request to the <br />County should be made again. <br /> <br />City Council/April 9, 1996 <br /> Page 8 of 17 <br /> <br /> <br />
