Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt Resolution <br />#96-04-071 adopting Findings of Fact #0397 relating to Alloy Recovery's request for an amended <br />conditional use permit to expand the principal building on the site. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt Resolution <br />#96-04-072 approving the issuance of an amended CUP to Alloy Recovery and declaring terms of <br />same. The language should be amended to read (Findings #56) Performance Review, The <br />performance of this operation shall be reviewed by the City Council to identify problem areas, <br />concerns, and to evaluate whether conditions of this CUP need to be modified or procedural <br />changes made and to evaluate whether all regulatory agency penrdtfing and licensing requirements <br />licenses are complied with. The permittee shall be made to provide to the City the appropriate <br />documentation as to this compliance annually. An initial performance review shall occur within six <br />months after commencement of operations. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Case #4: <br /> <br />Request for Site Plan Review for an Expansion to Alloy Recovery; <br />Case of Jon Schwartzman <br /> <br />Zoning Administrator Frolik reported that Jon Schwartzman of Alloy Recovery Company at 7060 - <br />142nd Avenue NW has applied for site plan approval for a 9,000 square foot expansion to the <br />existing aluminum processing facility. The purpose of the addition is to get more of the site <br />operations indoors. The proposed expansion meets City Code requirements. The site plan issued <br />in 1991 for the initial construction of the facility waived the 50% other than metal requirement for <br />exterior finish. In accordance with the previously approved site plan, the lower half of the front <br />wall of the expansion will have horizontal vinyl siding and brick molding applied to it; the <br />remaining walls will be ribbed metal panels. Also when the building was constructed in 1991, the <br />City waived the requirement for curbing the perimeter of the bituminous behind the building but <br />required that pavement be finished with B-612 curbing from the front of the building to the street. <br />The curbing has not been installed and the applicant is willing to reinstate the curbing requirement <br />from the front of the building to the street on the site plan. Ms. Frolik noted that the 1991 site plan <br />proposed to establish some plantings in the front yard; if the plantings were accomplished, they did <br />not survive. The screening provisions under the current CUP are lacking, especially on the east <br />and west ends of the site. The Planning Commission has recommended that the applicant submit a <br />new landscape/screening plan for approval. The applicant has stated that when the building goes <br />up and the outside storage is down, he feels it will not be that visible and not as much screening <br />will be needed. <br /> <br />Mayor Hardin expressed concern about aesthetics. He stated he would like Mr. Schwartzman to <br />consider screening on the south side as well as the other side. We will see what happens if it can <br />be kept to a 30 x 50, but he again expressed concern about what can be seen from Highway gl0. <br /> <br />Ms. Frolik asked about laths in a chain link fence and Mayor Hardin felt that would be adequate. <br /> <br />Councilmember Peterson agreed it would be okay as long as it's maintained. <br /> <br />Mayor Hardin commented that all improvements would be made this time. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to approve the site <br />plan for the expansion to Alloy Recovery Company contingent upon the applicant entering into a <br /> <br />City Council/April 9, 1996 <br /> Page 7 of 17 <br /> <br /> <br />
