Northfork Grading Permit/Andrie Street drainage, and authorizing a City contribution of $5,000 <br />toward restoration costs associated with the improved drainage on Andrie Street and to include an <br />amount up to $2,000 to increase the size of the drainage pipe. <br /> <br />Motion carded. Voting Yes: Councilmembers Peterson, Beyer, Beahen and Zimmerman. Voting <br />No: None. Abstain: Mayor Hardin. <br /> <br />Case #3: <br /> <br />Request for an Amendment to Conditional Use Permit; Case of Alloy <br />Recovery Company <br /> <br />Zoning Administrator Frolik stated that Alloy Recovery Company established an aluminum <br />processing facility at 7060 - 142nd Avenue NW by a conditional use permit (CUP) issued by the <br />City in 1991. They have now applied for a CUP to enlarge the facility with a 9,000 square foot <br />addition to the principal building on the site. She summarized the determinations made by the <br />Minnesota Pollution Control Agency and the Anoka County Environmental Services in response to <br />the current CUP terms. The Planning Commission also forwarded findings of fact for Council <br />consideration and adoption. <br /> <br />Jon Schwartzman was present and, upon inquiry, stated he could "live with" the changes made to <br />the CUP. They will work well for them. <br /> <br />Mayor Hardin inquired about the 3,500 ton of dross and how many trailers that would generate. <br /> <br />Mr. Schwartzman stated there is about 15 ton in each trailer - so two trailers would suffice. He <br />stated that they actually do not generate that much dross that would warrant more than one trailer. <br /> <br />Mayor Hardin repeated there would never be more than two trailers on site - one full and one being <br />loaded - to which Mr. Schwartzman replied that was correct. <br /> <br />Mayor Hardin then asked for conf'mmation that outside storage would not be a problem to which <br />Mr. Schwartzman replied absolutely not. "That's why we want the building". <br /> <br />Mayor Hardin stated, with regard to annual compliance with any local or state agencies in the <br />future, for instance, if the Minnesota Pollution Control Agency comes up with a ruling - can we <br />include some kind of annual review. <br /> <br />Mr. Schwartzman replied that things can change daily. We rely on the state to tell us what we have <br />to do. The way you know you are not complying is they come and tell us. If you do not comply, <br />they shut you down. Between the County, the City, the State and the Federal Government, we <br />have a lot of people "looking at us". He added that he has no problem giving the City any <br />information they desire. <br /> <br />Mayor Hardin felt that the City should get something from the MPCA or the County. <br /> <br />Mr. Schwartzman informed Council that they need three separate permits - storm water, emissions <br />and local. He did not know what else new could come up unless on the local scene someone <br />wants something else. <br /> <br />Councilmember Peterson suggested the City receive a copy of the permit that has been extended to <br />which Mr. Schwartzman replied that would be no problem. <br /> <br />City Attorney Goodrich suggested some amendments to ensure the review of the permits. <br /> <br />City Council/April 9, 1996 <br /> Page 6 of 17 <br /> <br /> <br />
