Motion by Councilmember Peterson and seconded by Councilmember Beahen to schedule the <br />special election for Tuesday, May 21, with the three questions on the ballot with the following <br />changes "as proposed by a petition circulated by the Ramsey Residents for Responsible <br />Government and "as proposed by the Charter Commission". <br /> <br />Further discussion: Councilmember Zimmerman expressed opposition because it seems questions <br />2 and 3 negate question 1. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen and Beyer. <br />Voting No: Councilmember Zimmerman. <br /> <br />Case g7: Ordinance to Sell Excess Land; Sunwood Drive <br /> <br />City Administrator Schroeder reported that when the City acquired property for Sunwood Drive, <br />we had to acquire property in excess of what we needed. It has been intended that this excess <br />property would be provided for sale to the developer of the adjacent property, which is Good <br />Value Homes, in order to facilitate subdivision of the property Good Value purchased from Grayce <br />Kalstad. Good Value has offered $10,000 per acre for the property. Staff has not countered this <br />offer since Council has not yet authorized the property for sale. If Council authorizes the property <br />for sale, it is staff's intent to publicly advertise that the property is for sale as a negotiated <br />purchase. Any purchase would be subject to adoption of the ordinance authorizing the sale and <br />completion of the roadway project in order to assure that temporary construction easements either <br />are not necessary or are gu'anted to the City prior to releasing control of the property. <br /> <br />Councilmember Beyer suggested that the City go out for sealed bids on this property rather than <br />just advertise it for sale. <br /> <br />Mr. Schroeder stated that the interested parties in this land will be the adjacent property owner to <br />subdivide as approved by the City Council. Others would be those interested in holding up that <br />subdivision or bought to sell to Good Value Homes. A sealed bid process may allow the City to <br />gain a higher price for the land in that Good Value Homes would be put into a position to ensure <br />no other bidder would out bid them. <br /> <br />Councilmember Beyer stated it is intended this not be another give away program. <br /> <br />Councilmember Peterson inquired if there is another way a bid process can be done that is not a <br />sealed bid process to which Attorney Goodrich replied no. <br /> <br />Mr. Schroeder stated that the City Council could set a price for the land and take offers. <br /> <br />Councilmember Beyer stated she wanted straight, sealed, competitive bids. "We have had enough <br />give away projects." <br /> <br />Mr. Schroeder noted that regardless of what process is followed, the introduction of the ordinance <br />alone does not dictate anything. He asked that the ordinance be introduced so Council could dictate <br />further direction. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to introduce the <br />ordinance authorizing the sale of excess property; Sunwood Drive. <br /> <br />Motion carried.
