CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, April 23, 1996, at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steve Jankowski <br />Administrative Services Manager Linda Waite Smith <br />Zoning Administrator Sylvia Frolik <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Hardin called the regular meeting of the City Council to order at 7:02 and led in the Pledge <br />of Allegiance to the Flag. <br /> <br />PRESENTATION <br /> <br />Finance Officer Jessie Hart stated that the City of Ramsey, through 1988, had applied for and were <br />awarded excellence for financial reporting. Between 1988 and 1993, the reports were not <br />submitted. The 1994 audit report was submitted and was awarded for excellence in financial <br />reporting. She presented the award to the Mayor and the residents of the City of Ramsey on behalf <br />of the Finance Department which, besides Ms. Hart, includes Diana Lund, Linda Mayer and Shelly <br />Haben. Ms. Hart noted that without the Finance staff, this award would not have been attainable. <br /> <br />Mayor Hardin commended Ms. Hart and the Finance Department. <br /> <br />CITIZEN INPUT <br /> <br />Ben Deemer, 14501 Sunfish Lake Boulevard NW, Ramsey, asked to speak to Case #6. <br /> <br />Bob Tomaszewski, 15645 Yakima Street NW, Ramsey, stated he was present because of Case #4. <br />He felt that staff had given the parking and storage of vehicles ordinance a lot of effort and all was <br />done in good faith. He stated he tried to rectify a situation with his neighbor in 1992 by building a <br />garage; however, the building was not complete due to a complaint of the neighbor that it was a <br />violation of the covenants. He suggested that all this is an undue burden of staff time. He stated <br />he is preserving automobiles for his own personal enjoyment. He reported that he is asking his <br />neighbor to join him in a mediation process at no further cost to the City of Ramsey. The <br />ordinance can proceed. He thanked staff and Council for the time. <br /> <br />Councilmember Beyer suggested that staff work with Mr. Tomaszewski and his neighbor to get set <br />up with mediation. <br /> <br />City Council/April 23, 1996 <br /> Page 3 of 17 <br /> <br /> <br />
