At the public hearing there were residents present that felt the ordinance was too strict and others <br />that encouraged adoption and enforcement. <br /> <br />Douglas Fountain, 15255 Garnet Street NW, Ramsey, stated that the City Council has on occasion <br />heard him express opinions about enforcement of ordinances. We do not enforce ordinances and <br />he inquired what consideration has City Council given about enforcement of this one. <br /> <br />Councilmember Peterson stated that our most recent record is much better than the time Mr. <br />Fountain is referring to. We can show you some successes; however, there are a few difficult <br />problems. <br /> <br />Mayor Hardin suggested that the fact Council is looking at this shows we want to enforce this. <br />What precipitated this was an effort to go out and do code enforcement. <br /> <br />Mr. Fountain felt we will be back in a position where we need a complaint to do anything about <br />anything. <br /> <br />Mayor Hardin stated that this Council has demonstrated in the past that we want code enforcement. <br />We are committed to doing it. <br /> <br />Mr. Fountain commented that if that's Council's commitment, then we have made progress. <br /> <br />Bob Tomaszewski, 15645 Yakima Street NW, Ramsey, expressed concern about enforcement <br />also. So far the existing ordinance has not been enforced 100%. If it's enforced on a call basis, <br />there's a lot of people who have nothing better to do but to call and complain. If this ordinance <br />does get passed, he wanted to be granted a variance because of his pre-existing condition. He <br />cannot afford to build sto,'age. He explained that he has street rods and it takes more than seven <br />days to build a rod to get them street worthy. He parks them in his yard which is screened. The <br />City has been workable with contractors, etc., he hoped the City Council will work with car <br />owners too and give them a break and make this a reasonable ordinance that can be enforced <br />equally. <br /> <br />Mark Gornick, 14230 Dysprosium Street NW, Ramsey, stated that he works for a company that <br />has service vans that employees drive home. He expressed concern about the restriction of the <br />vehicle being licensed at the addressed it's parked at. <br /> <br />Ms. Frolik responded that it's the opinion of the Planning Commission that it's better to leave this <br />language in here. That way we have something to fall back on. One company vehicle should not <br />become a violation. It will not come to our attention as it will not become a nuisance. The <br />Planning Commission did not feel it would be a substantial enough problem to warrant revisiting. <br /> <br />City Attorney Goodrich stated that the City should not adopt an ordinance we do not plan to <br />enforce 100%. If that's the intent, we need to address that issue. He suggested maybe adding <br />"except for one commercial vehicle". <br /> <br />Ms. Frolik suggested "registered to the property owner or employer of property owner". <br /> <br />Tom Williams, 5180 - 157th Lane NW, Ramsey, stated that one of the interesting things brought <br />up is the problem with people who move into Ramsey bringing things with them. One of the <br />gentleman says he ca,mot build storage. There's a covenants restricting that; however, he can <br />build a three-car garage. What he chooses to put in his garage is his problem, not mine. You have <br />a decent ordinance here that is workable. He comn~ented against grandfathering rights and added <br />that service vans should also have to be screened.
