CITY COUNCIL CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey City Council conducted a regular meeting on Tuesday, July 9, 1996 at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW., Ramsey, MN. Members Present: Mayor Glen Hardin Councilmember Carolyn Beahen Councilmember Sheila Beyer Councilmember Kenneth Peterson Councilmember Gerald Zimmerman Also Present: City Administrator Ryan Schroeder Finance Officer Jessie Hart City Engineer Steve Jankowski Administrative Services Manager Linda Waite Smith City Attorney William Goodrich CALL TO ORDER Mayor Hardin called the regular City Council meeting to order at 7:06 p.m. and led the Pledge of Allegiance to the Flag. OATH OF OFFICE FOR THE FOLLOWING CHARTER COMMISSION MEMBERS: Mayor Hardin announced that Judy Mam and Jay Swokowski have been reappointed and Susan E. Anderson and Judy Roffhave been newly appointed to the Charter Commission. City Attorney Goodrich administered the oath of office to Susan E. Anderson. CITIZEN INPUT Sharon Green, 5858 - 151st Avenue, read a prepared statement expressing concern regarding Project /t95-14 on 151st Lane NW and reminding the Council and staff that this project was properly petitioned for and ordered by vote of Council under the codes and statutes effective at that time. Due to the recent Charter amendment affecting this project, Ms. Green suggested the City Attorney be directed to aggressively pursue a legal decision on the legality of changing the revenue stream on a previously approved and ordered project retroactively. Ms. Green asserted the Charter and codes in effect at the time the project was ordered should prevail and noted the project was completed and City Council/July 9, 1996 Page 2 of 10
