Case #4: <br /> <br />Request for Final Plat Approval of Sunfish Lake Estates; Case of Good Value <br />Homes <br /> <br />City Engineer Jankowski advised that John Peterson of Good Value Homes is requesting final plat <br />approval of Sunfish Lake Estates located on the east side of Sunfish Lake and consisting of 12 acres <br />platted into 25 single family lots. Several minor items are identified in the staff report which need to <br />be complied with and staff.report recommends approval with contingencies. <br /> <br />Councilmember Beyer inquired regarding transportation impact fees. <br /> <br />City Attorney Goodrich advised that in April 1996, the Council enacted a Transportation Impact Fee <br />ot'$500; however preliminarily, it does not look favorable that the City can collect in this particular <br />instance. He stated he will provide the Council with a formal opinion regarding this issue. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to adopt Resolution <br />#96-07-165 granting final plat approval to Sunfish Lake Estates contingent upon compliance with <br />City Staff review letter dated July 2, 1996 and the Developer entering into a development agreement <br />with the City. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson Beahen, Beyer, and <br />Zimmerman. Voting No: None. <br /> <br />Case #5: <br /> <br />Request for Site Plan Approval of Ampride; Case of Hennepin Co-op Seed <br />Exchange <br /> <br />City Engineer Jankowski advised that Hennepin Co-op Seed Exchange is seeking site plan approval <br />to develop a 4,937 square foot convenience store with gas sales and car wash in the southeast <br />quadrant of the intersection of Sunfish Lake Boulevard and T.H. #10. He reviewed the proposed site <br />plan, points of access from T.H. #10 and Sunfish Lake Boulevard, and advised that because of the <br />close proximity to the intersection of T.H. #10 and Sunfish Lake Boulevard, the Planning <br />Commission negotiated with the applicant to eliminate access to T.H. #10 and to allow two accesses <br />onto Sunfish Lake Boulevard (one as an entrance and one as an exit). Staffbelieves this is a good <br />compromise. The applicant will need to finalize the final draft of the site plan to identify setback <br />measurements, detailed landscape plan, grading and drainage plan. The site can be drained to existing <br />storm sewer but detention and skimming will also be required, which the developers are aware of. <br />Staff recommends site plan approval with contingencies. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to approve the site plan <br />for Ampride contingent upon compliance with City Staffreview letter dated June 27, 1996, no access <br />onto T.H. #10, two accesses onto Sunfish Lake Boulevard, and the applicant entering into a <br />development agreement with the City. <br /> <br />City Council/July 9, 1996 <br /> Page 6 of 10 <br /> <br /> <br />
