5) Authorize Requests for Proposals for Auditing Services <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to authorize the <br />Finance Officer to prepare and distribute Requests for Proposals for Auditing Services, for a three- <br />year commitment, beginning with the audit for fiscal 1996. <br /> <br />Motion carried. Voting Yes: Councilmembers Beahen, Beyer, Peterson and Zimmerman. Voting <br />No: None. Absent: Mayor Hardin. <br /> <br />Case #5: <br /> <br />Adopt Resolution Approving Partial Payment to Barbarossa & Sons, <br />Inc. for Improvement Project #95-13 (Ramsey Elementary School <br />Sanitary Sewer and Watermain Extension) <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Peterson to adopt the <br />resolution approving partial payment to Barbarossa & Sons, Inc. for Improvement Project ~)5-13 <br />(Ramsey Elementary School Sanitary Sewer and Watermain Extension). <br /> <br />Motion fitiled. Voting Yes: Cou,lcihnembers Beahen and Peterson. Voting No: Councilmembers <br />Beyer and Zin~merman. Absent: Mayor Hardin. <br /> <br />City Administrator Schroeder stated that #7 on the consent agenda (IP #95-13) is related to #8 <br />(present Case #5). Number 7 deals with Haubrich and this one deals with the subdivision behind <br />it. <br /> <br />Councihnember Beyer stated that they are opposed to Fox Knoll also. If #7 on the consent agenda <br />included Haubrich, we should have known that. She felt they were misled. <br /> <br />City Engineer Jankowski stated that Haubrich was created as a change order to the original project. <br />We did not intend to mislead any one, we just kept the label of the resolution short. <br /> <br />Councilmember Zimmerman stated that staff has had Haubrich in the title before and that he has <br />consistently voted against it. <br /> <br />Mr. Schroeder inquired if their intent was to vote opposed to both items. <br /> <br />Councilmember Beyer replied yes - anything to do with Haubrich and Fox Knoll. <br /> <br />City Attorney Goodrich stated that tire minutes could state that, by consensus, City Council is <br />willing to state itl the minutes that philosophically, Councilmembers Beyer and Zimmerman are <br />opposed to any payments for' Haubrich Addition but that you are recognizing that payment on <br />contract needs to be made. <br /> <br />Motion by Cotmcilmember Beyer and seconded by Councilmember Zimmem~an to disapprove <br />action of Item #7 of tile consent agenda. <br /> <br />Motion failed. Voting Yes: Councilmembers Beyer and Zimmerman. <br />Councilmembers Beahen and Peterson. Absent: Mayor Hardin. <br /> <br />Voting No: <br /> <br />It was noted that, itl the future, anything to do with Improvement Project #95-13 should list <br />Haubrich Add ition. <br /> <br />Cotmcilmember Peterson commeuted that the public should know if we are "jacking" these <br />contractors around. He wondered if these actions to delay payment will cost the taxpayers any <br />more money.
