Motion by Councilmember Beahen and seconded by Councilmember Beyer to approve the site plan <br />for the Children's World Daycare facility contingent upon compliance with the City Staff review <br />letter dated August 1, 1996. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson and <br />Zimmerman. Voting No: None. <br /> <br />Case gl0: <br /> <br />Request for Final Plat Approval of River's Bend 5th Addition; Case <br />of R.F. Development <br /> <br />Zoning Administrator Frolik stated that R.F. Development has applied for a minor subdivision to <br />replat Outlot C of River's Bend 3rd Addition into one commercial lot and one outlot for future <br />development. The intent is to develop a daycare center on the commercial lot. The commercial lot <br />is approximately one acre in size and the minimum for the B-I' Business District is 1/2 acre. The <br />lot also exceeds the 100 foot width and 150 foot depth requirement. The lot will have no direct <br />access onto Highway #47; access will be derived from Xkimo Street. As a result of a prior <br />agreement with respect to River's Bend Park, this particular area has been exempted from any park <br />dedication requirements. The Planning Commission is recommending approval of the final plat. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Resolution g96-08-189 granting final plat approval to River's Bend 5th Addition. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #11: <br /> <br />Request for Site Plan for Approval of New Horizon Daycare; Case of <br />R.F. Development <br /> <br />Zoning Administrator Frolik stated that Rick Foster of R.F. Development has submitted a site plan <br />for the development of a 6,765 square foot New Horizon Daycare facility between T.H. #47 and <br />Xkimo Street at about 143rd Avenue. The facility will have access from Xkimo Street and no <br />direct access onto T.H. #47. The proposed project meets requirements for zoning, lot coverage, <br />setbacks, design and number of off-street parking spaceS and driveways. The plan needs to be <br />modified to verify that the materials used in the construction of the waste enclosure will provide <br />100% screening. The exterior is proposed to be finished with maintenance-free siding and brick. <br />The green space requirement can be met on the T.H. #47 side if the play area is green space and <br />not paved. The green space along Xkimo Street is about 15 feet wide. Because of the residences <br />on the east side of Xkimo, staff feels that it is especially important to meet the 20 foot green space <br />requirement along Xkimo. The developer has agreed to make adjustments to the site plan in order <br />to comply with that. There have been concerns expressed that the daycare is being developed <br />premature of necessary transportation improvements in the neighborhood relating to traffic <br />congestion at 142nd and T.H. #47. Ms. Frolik noted that Mr. Foster is present if anyone has <br />questions. <br /> <br />City Engineer Jankowski stated that traffic was a concern on Xkimo Street. It was planned as <br />being a frontage road to provide access to the properties. Any commercial development will <br />generate more traffic. We are seeking to provide signalization and turning lanes; however, funding <br />is needed. This area currently meets one of the 14 .signalization warrants - that's the peak hour <br />warrant which is not sufficient in itself to warrant a signal.
