CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, August 13, 1996, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Administrative Services Manager Linda Waite Smith <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Hardin called the regular meeting of the City Council to order at 7:00 p.m. and led in the <br />Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Douglas Fountain, 15255 Garnet Street NW, Ramsey, stated that he had seen an article about a <br />neighborhood policing policy. He was excited about it but had not yet seen a patrol car in his <br />neighborhood. <br /> <br />Mayor Hardin reported there are a number of officers designated for community policing. <br /> <br />Police Chief Auspos continued that they started out with assignments by volume with six officers <br />taking neighborhoods in the City. They are trying to pay attention to what arises in that area. It's <br />not a full-blown policy but we are hoping to get it expanded. <br /> <br />Mr. Fountain stated that a neighbor who lives next to him approached him and asked what he <br />thought of forming a neighborhood watch group. He stated that he (Fountain) has not experienced <br />any vandalism but some neighbors have. He didn't know if they (neighbors) knew for sure where <br />the vandalism is coming from but they think they do. This group of boys has been before this City <br />Council before or the operator of the home has. <br /> <br />Chief Auspos stated he did not know specifically of any vandalism in Mr. Fountain's <br />neighborhood. <br /> <br />Mr. Fountain inquired if any vandalism has been experienced from 149th to 157th. <br /> <br />Chief Auspos replied that at some point in time, yes. <br /> <br />Mr. Fountain then asked if it was recent to which Chief Auspos replied he did not know. <br /> <br />Chief Auspos offered to get more information to Mr. Fountain relating to the neighborhood <br />policing policy. <br /> <br />City Council/August 13, 1996 <br /> Page 3 of 22 <br /> <br /> <br />
