Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer and
Zimmerman. Voting No: None.

Case #3: Mississippi West Park

City Administrator Schroeder stated that we have been hearing about Anoka County's proposal for
the Mississippi West Park for a number of years. Mr. John VonDelinde, Anoka County's Park
Director, is present.

John VonDelinde presented some overheads and summarized some plans and funding ideas for the
Mississippi West Park. He reported that he would come back to talk about plans as they move
forward - some time in the future. He stated there is some interest in a frontage road and we are
willing to work with the City on that issue. Also, some interest was expressed in doing some
ponding. We also recognize a need for an off-site treatment.

Following the presentation, Councilmember Zimmerman 'inquired what assurances the City of
Ramsey would have that we could obtain a frontage road.

Mr. VonDelinde replied that the frontage road would be included in a report to the Met Council.
It's addressed and it would be something of high interest to us. We are making Met Council aware
of that.

Mr. Schroeder pointed out that the resolution included with the case attempts to deal with that
concern.

Councilmember Beyer asked about the proposed bridge corridor.

Mr. Schroeder responded that the County currently owns that land and he did not know if the
County Parks Department has any input on that issue.

Mr. VonDelinde stated that MnDOT holds an easement and there is no definitive information
available. We have attempted to work around this.

Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to adopt
Resolution//96-08-186 supporting Regional Park status for Mississippi West Park.

Motion carried.
