Case #4: Request for Final Plat Approval of A.E.C. Energy Park 2nd <br /> Addition; Case of Anoka Electric Cooperative (AEC) <br /> <br />City Administrator Schroeder stated that AEC is requesting final plat approval to replat Lots 1, 2, <br />3, and 4 of Block 3 in A.E.C. Energy Park into one lot and one outlot. All but the easternmost 71 <br />feet of what is currently platted as Lots 1, 2, 3, and 4 will become Lot 1 to accommodate the <br />office/research/manufacturing facility presented in the site plan from Vision-Ease Lens this <br />evening. The remnant 71 feet will be platted as an outlot and at some point in the future may be <br />replatted with Lot 5 to accommodate development plans for that parcel. He added that the tax <br />increment received from development of that parcel will be reimbursed to AEC in the amount of <br />65¢ a foot for that land. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to adopt <br />Resolution 896-08-187 granting final plat approval to A.E.C. Energy park 2nd Addition contingent <br />upon the developer entering into a development agreement with the City. <br /> <br />Motion carried. Voting Yes: M~tyor Hardin, Councilmembers Zimmerman, Beahen, Beyer and <br />Peterson. Voting No: None. <br /> <br />Case #5: Request for Site Plan Review; Case of Vision-Ease Lens, Inc. <br /> <br />Zoning Administrator Frolik stated that Vision-Ease Lens, Inc. has applied for site plan approval <br />for a 149,699 square foot office and manufacturing facility to be constructed on the south side of <br />Sunwood Drive in the A.E.C. Energy Park. The proposed project meets City Code requirements <br />for lot coverage, setbacks, architectural standards, landscaping, and number of off-street parking <br />spaces and driveways. Most of the traveled portions of the site are proposed to be surfaced with <br />bituminous and finished with B-612 concrete curbing in accordance with City Code. A couple of <br />exceptions to this standard include the west end of the parking lot located west of the main <br />entrance. At some point in the future, this parking lot is proposed to be extended west and for that <br />reason, the applicant is proposing that the west edge of that pavement be finished with a <br />bituminous curb as a temporary measure. Curbing is also proposed to be eliminated at the point <br />where the southwest service drive would intersect with the future extension of 143rd Avenue east <br />of Jaspar Street. There is also a gravel drive around the southeast comer of the building. She <br />explained that it is staff's understanding that the sole purpose of this drive is to deliver machinery <br />and equipment to the facility. Thereafter, this gravel drive will be considered a fn:e lane. The <br />Planning Commission is recommending approval. <br /> <br />City Administrator Schroeder introduced the persons representing Vision-Ease: Michael Eggers, <br />Director of Administration, Barbara Arnold, Director of Domestic Operations, and J. Scott <br />Abernathy, Keewaydin Group. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to approve the <br />proposed site plan for Vision-Ease Lens, Inc. contingent upon compliance with City Staff Review <br />Letter dated August 1, 1996. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Zimmerman, Beyer and <br />Peterson. Voting No: None. <br /> <br />Case #6: Request for Site Plan Approval; Case of T & G Land, Inc. <br /> <br />Zoning Administrator Frolik explained that Tom Sauter of T & G Land, Inc. is requesting site plan <br />approval to construct a 20,160 square foot office/warehouse facility on the north side of the <br />Burlington Northern railroad tracks, south of Gateway North Industrial Park 2. Access to the site <br />will be provided by the westerly extension of McKinley Street.
