Mayor Hardin aye <br />Councilmember Zimmerman aye <br />Councilmember Beahen aye <br />Councilmembcn' Peterson absent <br /> <br />Case #6: Mate Precision Tooling Expansion <br /> <br />This case was removed from the agenda. <br /> <br />Case g7: Commercial Vehicle Parking Issue <br /> <br />City Administrator Schroeder stated that it was Council's directive to staff to step up compliance <br />with regard to commercial vehicle parking. We brought on an intern to do code enforcement and <br />we found a large number of violations. Since the number was so significant, we brought it to <br />Council's attention. The City Council determined to revisit sections of the code that are more <br />offensive and in June of 1995, they directed that various parts be revisited. We have not been able <br />to come up with a list of regulations that all players (Planning Commission, City Council, etc.) <br />agree on. We have all sorts of things occurring. We are contacted by folks because of debris or <br />vehicles, etc. We say that pan of the code is under review. Our hope is that sometime soon we <br />will have a new list of code requirements so we can respond to both sides of the issue. City <br />Council has stated that we should cease and desist all nuisance codes we have but the review <br />period has extended beyond what anyone thought it would be. The Mayor has suggested another <br />workshop to discuss this issue. <br /> <br />Zoning Administrator Frolik stated that this issue is on the Planning Commission's agenda for- <br />September 3, 1996. If the Planning Commission finishes this on September 3, 1996, maybe <br />Council would like what they have done and another workshop may not be necessary. She <br />suggested waiting to schedule anything in case a workshop is not needed. <br /> <br />City Attomey Goodrich stated that we have an individual who has pleaded guilty to a code <br />violation and was sentenced but a neighbor says he continues to violate the code. That may be <br />consistent with the moratorium passed. <br /> <br />Ms. Frolik stated if he's bringing home his truck, even if he's on probation, we are not enforcing <br />any of the others. <br /> <br />Councilmember Zimmerman suggested that this ordinance has been beat to death and we do not <br />seem to be getting anywhere. People who need to park their commercial vehicles at home are <br />pretty disgusted. <br /> <br />Mayor Hardin added that people on the other side are pretty disgusted also. <br /> <br />Case #8: Suburban Rate Authority Membership <br /> <br />City Administrator Schroeder stated that City Council recently authorized a contribution to the <br />League of Minnesota Cities (LMC) in support of an effort to secure cities authority over their rights <br />of way. As a result of that contribution, the Suburban Rate Authority (SRA) has offered the City <br />of Ramsey, and others, a free membership in their organization through June 30, 1997. Annual <br />dues that we would otherwise pay would be $1,200 in 1996. He explained that the SRA is <br />basically a municipal watchdog group which monitors activities at the Public Utilities Commission <br />and elsewhere that impact utility payments by consumers, our constituents. They do not bother <br />with water or sewer rates. He noted that he was a boardmember while he was employed with the <br />City of Robbinsdale, and he felt that the annual municipal contribution had a commensurate value. <br /> <br />City Council/August 27, 1996 <br /> Page 12 of 17 <br /> <br /> <br />
