that's unsafe. That road is existing - it should not be taken away. We want our road to stay a
dead-end. The road closed does not make a lot of sense.

Councilmember Beahen inquired if the residents are aware the closure of 171st is temporary while
Council evaluates the situation.

Mr. Keyser stated that this situation has been an on-going battle for four years. We wanted our
road paved as long as it remains a cul-de-sac. He did not know how this guy had input in having
Bison paved - he does not even live on the road. He added that a couple of people have moved
because of this situation. He added that streets are for traffic - not for playgrounds.

Mayor Hardin expressed a need for a special meeting where all these people involved could be
heard.

Councilmember Beyer felt the barricades should be left in place at least until after the meeting.

Mr. Hillebregt inquired if he would get notification of the meeting time and date. He stated that
this has been going on for 15 years and it's a joke now. How can we be sure that something will
be done.

Mr. Keyser stated he would like to ask each of the Councilmembers their reason for closing 171st.

Mr. Goodrich informed him that is not an appropriate action.

Mr, Keyser felt it was a good question and should be answered.

PRESENTATION

Tom Egan, Mayor of Eagan, introduced John Weaver, Bruce Johnson, Vem Peterson and Roger
Peterson, who presented an overview of the Association of Metropolitan Municipalities - its major
purposes and their affiliations. They requested Ramsey consider membership in the AMM.

Councilmember Peterson had to leave the meeting (7:58 p.m.)

APPROVE AGENDA

Mr. Schroeder asked to remove Case #6: Mate Precision Tooling Expansion from the agenda.

Councilmember Beyer asked to remove #8 on the Consent Agenda and place it on the regular
agenda as Case g9A.

Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to approve the
agenda as amended.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Zimmerman and Beyer.
Voting No: None. Absent: CouncilmemberPeterson.

CONSENT AGENDA

Motion by Councilmember Beahen and seconded by Councilmember Beyer to approve the
following items on the Consent Agenda:

1)
2)

Receive City-wide Curbside Recycling Report year to date
Receive Police Department Report for July 1996

City Council/August 27, 1996
