CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a special meeting, to review the purchase agreement for the <br />D.A.R.E. House, on Friday, October 18, 1996, at the Ramsey Municipal Center, 15153 Nowthen <br />Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer (arrived at 5:16 p.m.) <br />Councilmember Gerald Zimmerman <br /> <br />Member Absent: <br /> <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Police Chief Mike Auspos <br />Sergeant Dave Gustafson <br /> <br />CALL TO ORDER <br /> <br />Mayor Hardin called the special meeting of the City Council to order at 5:10 p.m. <br /> <br />1) Purchase Agreement for D.A.R.E. House <br /> <br />Conversation began on what proceeds from the sale of the D.A.R.E. House should be spent on. It <br />had been suggested that a tTuck could be purchased. <br /> <br />Councilmember Beahen felt that 90% of the proceeds being put into a vehicle was probably not a <br />good idea for the first fund raiser for D.A.R.E. She asked about spending money on having <br />D.A.R.E. stickers on the police cars or other marketing materials. <br /> <br />Councilmember Zimmerman suggested that discussions should be held with the Police Depamx~nt <br />regarding where the money should be spent. <br /> <br />Councilmember Beahen felt that community input was a good idea also. <br /> <br />Mayor Hardin asked why not expand the D.A.R.E. Program. He suggested a public hearing for <br />input from citizens. <br /> <br />City Administrator Schroeder stated that one concern has been that the City will just supplement the <br />general fund with this money. <br /> <br />Councilmember Beyer arrived at 5:16 p.m. <br /> <br />Mr. Schroeder noted that Chief Auspos and Sergeant Gustafson could answer any questions. He <br />continued that this purchase agreement for the D.A.R.E. house was received through agent Carol <br />Helget. Initially Carol was going to donate her time, and still will, but she has changed brokerage <br />firms and they will not allow her to donate her time completely; however, they are asking for only <br />a 1% commission. She still is not getting anything out of this. When the appraisal was done on <br />this house, Carol expected we would get $150,000 to $155,000. We listed it at $159,000. The <br />original offer was $150,000, which Officer Jim Singewald rejected. They countered with <br />$154,000. Mr. Schroeder pointed out that the purchase agreement is a real straight, non- <br />contingent agreement. It's conventional financing at 8.5% over a 30-year period. Staff is <br />recommending that City Council ratify the purchase agreement as they feel this is a good offer. <br /> <br />City Council/Special Meeting/October 18, 1996 <br /> Page 1 of 2 <br /> <br /> <br />
