Councilmember Peterson stated that it says if you have to put in a new well, that would trigger it. <br /> <br />Councilmember Zimmerman felt that resident input is needed. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to table this item until <br />the first meeting in November and further information can be received for these sections. Also, <br />schedule a public hearing for the first meeting in December. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Mr. Schroeder asked if Council is interested in a quarterly access charge of $64/quarter and, if so, <br />should such a policy be drafted. <br /> <br />Councilmember Peterson stated he would think they would institute a 3-year window before we <br />implement that charge. Once they have gone beyond that point, then a charge like this would be <br />fair. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to draft a policy for <br />a quarterly access charge for review by Council. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Mr. Schroeder asked if Council is directing staff to provide for a funding source if there is a deficit <br />from a project. We recommend you set up a debt service line item as we do with situations such as <br />the police building. It states you would provide for a debt service line item. We recommend you <br />do it in this fashion using 9%. Coming from the general fund, you would levy for that but it <br />would be as a debt service line item which you budget for. <br /> <br />Councilmember Zimmerman suggested it come out of the sewer and water budget. He does not <br />live in that district and he does not see why he has to pay for it. <br /> <br />Councilmember Beyer felt that was a good point. <br /> <br />Mayor Hardin stated he is sure a lot of people do not want to contribute to that. It would become a <br />line item on the utility bill and everyone would be paying for it. <br /> <br />Councilmember Peterson added, for a service they do not get. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to direct staff to <br />provide for a $7,225.01 interest expense levy to provide for the Improvement Project g95-14 <br />shortfall by increasing the levy to cover that. <br /> <br />Further discussion: Mr. Schroeder stated that this does not dictate that you have a 1997 budget <br />levy at any particular level. <br /> <br />Motion carried.
