ALPINE

PARK NEIGHBORHOOD MEETING
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

A meeting was conducted to discuss the development plan for the City-owned property just north
of the Landfill (approximately 100 acres - approximately 80 for park development and
approximately 20 for residential development).

Present:

Councilmember Gerald Zimmerman
City Administrator Ryan Schroeder
Parks/Utilities Supervisor Mark Boos
Park and Recreation Commissioner Reid Droegemueller
Park and Recreation Commissioner Tom LaMere
Park and Recreation Commissioner Steve Ostmm
Tom Gamec, 16021 Neon Street NW
John C. Peterson, 6512 - 153rd Lane NW
Curtis Peterson, 6512 - 153rd Lane NW
Jan Reiter, 6522 - 153rd Lane NW
Betty Olesen, 15310 Zirconium Street NW
Phillip Oredson, 6530 - 153rd Lane NW

The meeting began at 7:10 p.m.

City Administrator Schroeder introduced himself, as well as Councilmember Zimmerman, the Park
and Recreation Commissioners, and Tom Gamec who is a candidate for mayor. He explained that
the reason for this meeting is to discuss the park concept plan for the City-owned approximately 80
acres north of the landfill and residential development for the approximately 21 acres of City-
owned property north of the landfill. He showed on a map the area being discussed. He also gave
background information on how the City acquired the property through negotiations relating to the
Landfill. The roughly 80 acres is dedicated for park purposes and the roughly 21 acres is zoned
for residential. It's been proposed that the land north of 153rd would be sold to recover money to
pay for park development. It has not been decided how the park will be developed or when. He
noted a sketch of a concept plan for the park and stated that the Park and Recreation Commission
has reviewed this concept plus the Ramsey Youth Athletic Association has some thoughts on the
development also.

John C. Peterson, 6512 - 153rd Lane NW, Ramsey - Why doesn't Outlot A include the whole
parcel.

Mr. Schroeder - That's how it was subdivided. Early in negotiations, we had the opportunity to
gain Outlot B but we ended up with all of it. As far as Outlot A or B, if it's developed, it will be
re-subdivided.

John C. Peterson - I ana curious about a chunk of the outlot - it doesn't look like it's slated for
residential.

Mr. Schroeder - All of the remainder of the land is slated for residential.

Jan Reiter, 6522 - 153rd Lane NW, Ramsey - There was supposed to be a buffer zone all around
the landfill. The trees were it and we thought the land would never be built on. I don't mind the
park being developed, but I do object to the homes being built.

John C. Peterson - I am afraid of multi-family.

Alpine Neighborhood Meeting/October 24, 1996
Page 1 of 7
