established to review applications. He further stated that the study could be completed in three
months, but six months would allow more flexibility.

Motion by Councilmember Beyer and seconded by Councilmember Beahen to introduce Ordinance
#96-XX to establish a 180-day moratorium on the construction, enlargement or expansion of towers
within the City and on the development and use of this property for such purposes.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer. Voting No: None.
Absent: Councilmembers Peterson and Zimmerman.

Case #4:

Introduce Proposed Ordinances to Establish Regulations for Parking Vehicles
and Equipment in the Residential Districts

Zoning Administrator Frolik reported that the Planning Commission held a public hearing on
November 7, 1996, on the most recent version of the proposed ordinance to establish regulations for
parking vehicles and equipment in residential districts. The Planning Commission recommends
adoption of the ordinance at this time.

Councilmember Beyer asked what changes were made since the last version.

Zoning Administrator Frolik stated that all of the changes refer to rural districts that would be
allowed to have con-bit or gravel parking surfaces. The areas easiest to delineate follow the
Municipal Utility Service Area (MUSA) line. Therefore, instead of referring to rural districts, the
language was changed to outside the MUSA boundary. Also, the term "prepared parking surface"
was changed to "residential parking surface." As a result of the workshop meeting, the maximum lot
coverage was changed for single family lots to include structures and impervious surfaces to prevent
anyone from inundating a lot. That requirement led to a provision to modify impervious surface to
include con-bit and gravel. It is her hope that all bases are covered, but at the public heating more
issues were raised. The Planning Commission would like to have the ordinance adopted and work
with it to see where further fine tuning may be necessary.

Councilmember Beyer stated that there are still major concerns and problems with complaints and
various lists of parcels that seem to be in non-compliance. The Council is receiving conflicting
reports. Just when the Council believed a satisfactory ordinance had been written, more complaints
were received resulting in further amendments. She requested that a committee of perhaps two staff
and two Councilmembers visit these properties to make a determination as to whether they are in
compliance or not and try to put this issue to rest.

City Administrator Schroeder stated that he would provide the list of parcels to be evaluated.

Motion by Councilmember Beahen and seconded by Councilmember Beyer to introduce Ordinance
#96-XX to amend 9.02 (Definitions) and 9.11.10 (Off-Street Parking) of the Ramsey City code to
establish regulations for parking private and commercial use vehicles and equipment in residential
districts.

City Council/November 12, 1996
