Voting No: None. <br />Absent: Councilmembers Peterson and Zimmerman. <br /> <br />Case #5: <br /> <br />Award Bid for the Construction of Wellhouse and Connecting Watermain <br />(Improvement Project #96-22) <br /> <br />City Engineer Jankowski reported that, earlier in the summer, the Council ordered bids to award a <br />contract to construct Wellhouse No. 3 and connect the watermain to the existing system. Seven bids <br />were received. The low bidder is M. C. Magney Construction, Inc. in the amount of $277,838, which <br />is under the estimate by $30,000. He stated that he has worked with this company and would <br />recommend adoption of a resolution to award the contract to M. C. Magney Construction, Inc. <br /> <br />Mayor Hardin asked the timetable for completion. <br /> <br />City Engineer Jankowski responded that it is anticipated that the well will be producing water by May <br />1, 1997. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to adopt Resolution 96- <br />11-324 awarding construction of a wellhouse and connecting watermain for Well No. 3 to M. Voting No: None. <br />Absent: Councilmembers Peterson and Zirmnerman. <br /> <br />Case #6: Implementation of Chapter 8 of the Charter <br /> <br />City Administrator Schroeder reported that at the October 22, 1996 meeting, the Council suggested <br />language changes to the Implementation of Chapter 8 of the Charter. He noted the changes on pages <br />126-127. A City policy (page 124), that establishes an availability charge to residential premises for <br />City sewer and water if they are not connected, was also discussed. The proposed charge is $64.00 <br />per quarter. That charge would not be made until three years from the date the utilities became <br />available.
