Motion by Councilmember Beahen and seconded by Councilmember Peterson to table adoption of <br />these ordinances pending a tour of certain properties in the City, and to direct staff to bring these <br />ordinances back to the next Council meeting for adoption consideration. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #6: Adopt Ordinance to Amend Chapter 8 (Building and Housing) of the <br /> City Code <br /> <br />Zoning Administrator Frolik stated that Council introduced an ordinance to amend Chapter 8 of the <br />City Code. This amendment would require that building exteriors be completed within 12 months <br />of the date of building permit issuance. This ordinance is now eligible for adoption. <br /> <br />Motion by Councilmember Zimmerman <br />Ordinance//96-19 to amend Chapter 8 to <br />exteriors. <br /> <br />and seconded by Councilmember Beyer to adopt <br />establish time limits for the completion of building <br /> <br />A roll call vote was performed by the Recording Secretary. <br /> <br />Councilmember Beahen aye <br />Councilmember Beyer aye <br />Councilmember Peterson aye <br />Councilmember Zimmerman aye <br />Mayor Hardin aye <br /> <br />Motion carded. <br /> <br />Case 07: Status Report on Implementation of Requirement for Site <br /> Improvements in the Commercial Districts <br /> <br />Zoning Administrator Frolik stated that in 1993, the City Council adopted ordinances amending the <br />regulations for the B-1, B-2 and B-3 Business Districts. The most significant amendment included <br />in the ordinance required non-conforming commercial properties to comply with the requirement <br />for paved and curbed driveways, off-street parking, display and storage areas, by January 1, <br />1997. In July, staff attempted to send written notice to all commercial properties reminding them <br />of the pending deadline and the procedure for obtaining site plan approval for the improvements or <br />an extension to the compliance date. Numerous letters and phone calls have been received from <br />commercial property owners requesting waivers and/or extensions from the requirement due to <br />financial hardship, pending expansions, and development agreements entered into with the City <br />that exempted the curbing requirement. Ms. Frolik felt that staff should review, on a case by case <br />basis, each request for an extension or waiver. She asked that Council extend this deadline for <br />October 1, 1997. She suggested an intern could be utilized for reviewing each property and staff <br />would report back to City Council as each property is reviewed. This would give Council a more <br />current status - a physical analysis. This way, when a property owner comes before Council and <br />asks for a waiver, Council will have all the information in front of them. <br /> <br />City Administrator Schroeder stated that would also include current agreements we have with the <br />business owner.
