Motion by Councilmember Peterson and seconded by Councilmember Beahen to extend the <br />deadline for compliance to October 1, 1997, catalog the commercial properties, meet with the <br />owners as to future situations and research low interest financing for the business owners. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Case #8: <br /> <br />Request for a Conditional Use Permit for an Off-Premises <br />Advertising Sign; Case of Holm's Super Bowl, Inc., and Report on <br />Off-Premises Signs, Generally <br /> <br />Zoning Administrator Frolik stated that Council may recall that Tim Holm of Holm's Super Bowl <br />submitted an application for an off-premises sign to be located at 6740 Highway gl0 NW. The <br />purpose of the sign was to promote the existence and location of the bowling alley to the Highway <br />gl0 traffic. Rather than issue a permit for a sign that would be in violation, staff discussed a <br />community development oriented sign. We researched that. The cost of these types of signs <br />would be cost prohibitive to the City, landowner, and business owners alike. Staff is <br />recommending denial of Holm's request as approval would set a precedent. Their current wall <br />sign is fairly visible and they can erect a 25-foot pylon sign that should also be visible from the <br />highway. The Dubats property has two signs on it at present. The Planning Commission <br />reviewed this issue and conducted a public hearing. They recommended approval of a conditional <br />use permit. Ms. Frolik explained that her case outlines some suggestions for drafting a negative <br />findings of fact and denying the request. She stated she is also seeking permission to research <br />community kiosk signs. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to delete gl4 of the <br />findings; the off-premises sign for Anoka Self Storage has been removed. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson and Beahen. Voting No: <br />Councilmembers Beyer and Zimmerman. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to delete g's 16, 17, <br />19, and 20 in the findings as they are not relevant to a sign. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson and Beahen. Voting No: <br />Councilmembers Beyer and Zimmerman. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen that g18 should <br />indicate that approval of the request will grant the applicant special privileges that are denied by <br />City Code to other properties in the commercial area. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson and Beahen. Voting No: <br />Councilmembers Beyer and Zimmerman. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to add a new <br />finding to indicate that the existing wall sign on the Superbowl facility is visible from Highway <br />gl0 and according to City Code, the Superbowl facility is also eligible for the placement of a 100 <br />square foot pylon sign, up to 25 feet in height, on the same property as the Superbowl facility. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson and Beahen.
