Motion by Councilmember Peterson and seconded by Councilmember Beahen to adopt Resolution <br />//96-09-332 adopting Findings of Fact//0414, as amended, relating to a request from Holm's <br />Superbowl for a conditional use permit for an off-premises advertising sign. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson and Beahen. Voting No: <br />Councilmembers Beyer and Zimmerman. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to deny the request <br />for an off-premises advertising sign at 6740 Highway #10 NW, based on amended Findings of <br />Fact//0414. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson and Beahen. Voting No: <br />Councilmembers Beyer and Zimmerman. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to direct City staff <br />to research cost and locations for community kiosk signs. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Natalie Haas Steffen, 7007 - 164th Avenue NW, Ramsey, asked for the time line with regard to <br />the research of the kiosk sign and when a proposal would be brought back to Council. Will these <br />actions have any adverse effects on citizens now. She referred to a business owner who is <br />awaiting answers on a sign for his business (referring to Ramsey Drug) and she would like to <br />know how this or if this would adversely affect him. <br /> <br />The non-conformance of the medical center's sign was mentioned and Councilmember Beyer <br />thought that at the time the center was built, they had special permission to have the sign on that <br />property along Highway #47. <br /> <br />Ms. Haas Steffen suggested having the City Attorney review that. <br /> <br />Mr. Schroeder clarified that the action Council took with denying this sign request, was relative to <br />one site. However, the kiosk proposal/research is coming about because of the site mentioned <br />(medical center/pharmacy, etc.). <br /> <br />Ms. Haas Steffen stated that in the agenda there is a list of 12 to 14 sites that are non-conforming. <br />some of these signs have been around for at least 20 years. <br /> <br />Mayor Hardin reiterated that the action Council took this evening does not have a beating on any <br />business other than the Superbowl <br /> <br />It was determined that March 1 would be the deadline for the kiosk sign proposal. <br /> <br />Councilmember Beyer questioned if this would be a strong arm attempt to get businesses to be <br />involved in the signs.. <br /> <br />Mr. Schroeder responded that our intent is to address concerns that have been raised recently in a <br />manner that meets community goals. We are not making that recommendation with the intent of <br />selling sign space. We would be providing signage for businesses when they may be more <br />difficult to find. <br /> <br />Counciimember Zimmerman mentioned Lord of Life Church, the Armstrong Kennels and the <br />Federal Shooting Sports Center being somewhere in the rural area.
