COUNCIL BUSINESS/PUBLIC HEARING <br /> <br />Case #1: Request for Vacation of Easements; Case of Robert Muller <br /> <br />Zoning Administrator Frolik stated that Robert Muller is in the process of replatting his property in <br />the northwest quadrant of the intersection of 167th and T.H. #47. She explained that, currently, <br />the bank structure is situated on two lots and the drive-up canopy encroaches onto a 39-foot wide <br />easement previously dedicated to the City that runs parallel to T.H. #47. The grocery store <br />encroaches onto one of the bank lots, and the employee parking lot for the grocery store extends <br />into the residential homestead to the noah. Mr. Muller has a buyer for the bank structure which is <br />currently vacant, and prior to the sale, it is appropriate to mplat the property so that each structure <br />is located on its own lot and meets appropriate setbacks for the district. All these vacations would <br />allow the City to "wipe the slate clean" with the new lot lines. <br /> <br />Mayor Hardin closed the regular meeting at 7:04 p.m. in order to conduct the public hearing. <br /> <br />Plll~li¢ Hearing <br /> <br />Mayor Hardin called the public hearing to order at 7:04 p.m. <br /> <br />Citizen Input <br /> <br />John Johnson, 16800 St. Francis Boulevard NW, Ramsey, asked for clarification of what's <br />happening. He added that he has a lot of problems with water in the ditch near his home. <br /> <br />Ms. Frolik responded that this is relocating existing drainage easements. The outer perimeter of <br />our lots should have 10' drainage easements. This plat has these drainage and utility easements. <br />Now Mr. Muller is replatting because the Super Vaiu crossed a property line and the bank is on <br />two lots. Mr. Muller replatted so the grocery store will be all on one lot. He's moving one line to <br />the east, erasing another line (as shown on the map). He is moving a line to the north to <br />accommodate additional parking on the north side of the Super Valu store. She reassured Mr. <br />Johnson that nothing is being changed on 168th. <br /> <br />Mr. Johnson wished it would change something because he has water in the ditches all the time. <br /> <br />Ms. Frolik continued that the City is just relocating the drainage and utility easements to follow <br />along new property lines. <br /> <br />Mr. Johnson asked if he would end up with storage garages, etc. in that area. What's the motive <br />for doing all this? <br /> <br />Ms. Frolik answered that this is to get the drainage and utility easements to follow the new <br />property lines. There have been no discussions about what Mr. Muller has planned for his <br />property. These easements have to be eliminated that cross through buildings. <br /> <br />Mr. Johnson asked why this had to take place. <br /> <br />Ms. Frolik replied that when this plat was initially developed, the developer was allowed to build <br />on two lots. <br /> <br />Mr. Johnson expressed concern that something will happen with the farm house eventually - <br />concem about what will happen with that property.
