Chairperson Deemer called the regular Board of Adjustment meeting back to order at 7:04 p.m.

BOARD BUSINESS

Case #1: Request for a Variance from Minimum Street Frontage or Lot Width
Requirements; Case of Jake Barthold

Zoning Administrator Frolik reported that Jake Barthold has applied for a variance from Section
9.11 and 9.20 of the Ramsey City Code. He has a 40 acre parcel that abuts the terminus of 157th
Lane, and he would like to construct a dwelling on the parcel.

Board Member Jensen inquired about the cul-de-sac situation.

Ms. Frolik explained that the Public Works Department finds the paved temporary cul-de-sac at the
west terminus of 157th Lane substandard with respect to adequate turning radius for road
maintenance vehicles. Also, there is a declining grade level around the perimeter of the cul-de-sac.
Ms. Frolik advised that the applicant is willing to give the City an easement for snow storage on
his property which eliminates the need to increase the perimeter of the cul-de-sac.

City Engineer Jankowski was agreeable to the easement.

Chairperson Deemer inquired whether the applicant was willing to grant the same option for 158th
Lane, which also abuts the subject property.

Mr. Barthold replied that he would.

Board Member Jensen inquired from which direction the driveway would be coming on to the cul-
de-sac.

Mr. Barthold replied it will come from the northwest comer of the cul-de-sac.

Ms. Frolik reported that she received a telephone call from Ron Albon, 6014 157th Lane, wherein
he requested a term in the variance stating that the private driveway will be all on the applicant's
property.

Mr. Barthold stated that once the barricade is removed, this will not be a problem.

Jerry Tollefson, 6005 157th Lane N.W. - inquired about the snow removal procedure, noting that
he lives at the end of the road.

Board Member Holland stated that it is not the intention of the City to leave any snow on his
property.

Mr. Tollefson stated that if the barricade isn't removed, it would.

Board Member Holland assumed the barricade will be taken down, and Ms. Frolik confirmed that
it indeed will be removed.

The Board of Adjustment proceeded to review the Findings of Fact.

Motion by Board Member Thorud and seconded by Board Member Holland to amend #6 to read
"That the Subject Property has approximately 132 feet of frontage on a public road, 157th Lane
N.W. and 158th Lane N.W."

Board of Adjustment/May 7, 1996
