spoke of the need to make a commitment to the Commission to attend the monthly meetings and be
involved in the annual events of the Commission.

Mr. Rohrer asked about the apparent attendance problem.

Mr. Wagner explained that many of those interested have found that their jobs or lives have changed
resulting in the inability to attend the meetings, but the EDC is attempting to replace those members but
do encourage them to stay involved with the EDC as ex-officio members. Mr. Wagner inquired as to the
reason for Mr. Rohrer's application to the Commission.

Mr. Rohrer responded that he was involved in the City of Prior Lake before moving to Ramsey in
October 1995 and that the time commitment should not pose a problem a this time.

Commissioner Nelson inquired as to why they had chosen to relocate to the City of Ramsey.

Mr. Rohrer stated that his wife was a pastor at the Central Lutheran Church in Elk River.

Commissioner Nelson then inquired as to Mr. Rohrer's occupation and place of employment.

Mr. Rohrer said that he worked at a collision center in Richfield.

It was the consensus of the Commission to consider the qualifications of each applicant and delay any
immediate decision.

Case #2:

Reappointment of Commissioners McGhee and Kent to the Economic Development
Commission and to Elect a Chair and Vice-chair for 1996.

Chairperson Wagner reviewed the attendance records of the two commission members seeking
reappointment. Chairperson Wagner noted that Commissioner McGhee has attended only 30% of the
meetings since his appointment. Based upon this finding, it would be his suggestion to not reappoint
Commissioner McGhee.

Motion by Commissioner Kent and seconded by Commissioner Stafki not to reappoint Commissioner
McGhee to the Economic Development Commission but to encourage his continued participation as an
ex-officio member.

Motion carried. Voting Yes: Chairperson Wagner, Commissioners Stafki, Kent, and Nelson. Voting
No: None. Absent: Commissioners McGhee and Ullen.

Motion by Chairperson Wagner and seconded by Commissioner Nelson to reappoint Commissioner Kent
to the Economic Development Commission.

Motion carried. Voting Yes: Chairperson Wagner, Commissioners Stafki, and Nelson. Voting No:
None. Abstaining: Commissioner Kent. Absent: Commissioners McGhee and Ullen.

The EDC discussed the positions of Chairperson and Vice-Chairperson. The current appointment of
Commissioner Wagner as Chairperson and Commissioner Kent as Vice-Chairperson expire at the end of
January 1996.

Motion by Commissioner Stafki and seconded by Commissioner Nelson to appoint Mr. Wagner as
Chairperson for a term set to expire January 1997.
Economic Development Commission/January 4, 1996
Page 2 of 5
