ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a regular meeting on Tuesday, May 14, 1996, <br />at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Sheila Beyer <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br />Administrative Services Manager Linda Waite Smith <br /> <br />CALL TO ORDER <br /> <br />Councilmember Zimmerman called the regular meeting of the Road and Bridge Committee to order <br />at 6:35 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />COMMITTEE BUSINESS <br /> <br />Case gl: <br /> <br />Consider Applying to MnDOT for 1997 Local Initiative Program for <br />the Construction of Highway Improvements on T.H. #47 between <br />142nd Avenue and C.S.A.H. #5 <br /> <br />City Engineer Jankowski stated that the current T.H. #47 Corridor Study has projected <br />improvements to T.H. #47 between 142nd Avenue and C.S.A.H. #5, being warranted by traffic <br />conditions, within a range of three to seven years. The improvements could include the <br />realignment of the intersection of C.S.A.H. #5 with that of Xkimo Street, the signalization of the <br />intersection of C.S.A.H. #5 with T.H. #47, the signalization of the intersection of 142nd Avenue <br />and T.H. #47, the construction of a four-lane section between 142nd and C.S.A.H. #5, and the <br />construction of frontage accesses on the east and west sides of T.H. #47, south of 142nd Avenue. <br />Mr. Jankowski reported the County's willingness to pursue this project as a candidate project for <br />the MnlX)T local initiative program. The Council has also suggested that accelerating the T.H. <br />#47/C.S.A.H. #5 project, currently scheduled beyond the year 2000, with an estimated budget of <br />$250,000, would cause the delay of the extension of C.R. #116 from Ramsey to Armstrong, <br />currently scheduled for 1998, with an estimated budget of $555,000. Council has indicated that <br />improvement along this segment of T.H. #47 is a high priority. If we wish to pursue this project <br />for funding in 1998, the City will need to make a formal application to MnlX)T by the end of <br />1996. It has been suggested in the Corridor Study that Anoka County be the lead agency on this <br />project, however, if frontage roads and the signalization of 142nd Avenue become a part of this <br />project, it may be more appropriate for the City of Ramsey to take the lead role. The lead agency is <br />responsible for the preparation of project plans and administering the contracts. Mr. Jankowski <br />explained that, in order to be considered for the Fiscal Year 1998 Local Initiative Program, an <br />application needs to be submitted to MnDOT by the end of December 1996. The City needs to <br />determine the scope of the desired projects and make a request to the County for joint participation. <br />He met with Mr. Eyler of SRF, who has prepared the T.H. #47 Corridor Study, and asked him to <br />prepare a letter outlining the scope, schedule and estimated costs necessary to submit such an <br />application. <br /> <br />Road and Bridge Committee/May 14, 1996 <br /> Page 1 of 5 <br /> <br /> <br />
