PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Rarnsey Planning Commission conducted a public hearing on Tuesday, February 7, 1995 at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear <br />input regarding a request for preliminary plat approval of Willow Ridge; Case of Gary Gorham. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Members Absent: Commissioner Paul Holland <br /> <br />Also Present: <br /> <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:37 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that Gary Gorham is requesting preliminary plat approval of <br />Willow Ridge located on the east side of Highway g47 at about 149th Avenue. The plat consists <br />of 18 acres proposed to be platted into 34 single family residential lots served by municipal water <br />and sanitary sewer. Ms. Frolik advised that the property is currently zoned R-3 urban Residential <br />for multi-family units, and the developer has applied for a rezoning to R-1 Urban Residential to <br />facilitate development of the property with single family lots. She noted that the developer is being <br />required to install a bituminous pedestrian transportation trail parallel to Highway #47, and all lots <br />will receive access from interior streets with no direct access onto Highway #47. <br /> <br />City Engineer Jankowski stated that the main concern of residents will be the street system <br />connecting up with the existing street systen~ He explained the proposed street system along with <br />the possible elimination of the access on the west side of Highway #47 at 152nd Avenue N.W. <br />Mr. Jankowski also outlined the drainage plan, and he advised that the MUSA will be extended to <br />this subdivision and the water main and sanitary sewer will be extended throughout. <br /> <br />Ms. Frolik entered into the record of the public hearing a letter received from A1 Kempf expressing <br />his concerns regarding the overall traffic situation on Highway #47 (attached as Exhibit A). She <br />also entered into the record of the public hearing correspondence received from Richard P. <br />Hartman opposing the closing of the access at 152nd Avenue N.W. (attached as Exhibit B). <br /> <br />CITIZEN INPUT <br /> <br />Kevin Leonard, 5230 150th Lane N.W. - announced that the existing pond system (south of this <br />plat in Gorham's Sandy Acres Estates) is not working. He explained that the pond remains above <br />level even though there has been below average rainfall in the past year. He reported that he has <br />made numerous calls to Mr. Jankowski, however no action has been taken.
