PUBLIC HEARING <br />PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Pl. arming and Zoning Commission conducted a public hearing on Tuesday, October 5, <br />1993, at the Rlunsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota, to <br />hear a request~ for. preliminary plat approval of Sunfish Square; Case of Jack Menkveld, North <br />Suburban Devtlopment. <br /> <br />Members Pre~nt: <br /> <br />Chairperson David Bawden <br />Commissioner Ben Deemer <br />Commissioner Paul Hotland <br />Commissioner Bradley Thomd <br /> <br />Members Absent: <br /> <br />Commissioner Terry Hendriksen <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br /> <br />Also Present: <br /> <br />CALL TO ORDER <br /> <br />Zoning Administrator Sylvia Fmlik <br />City Engineer Steven Jankowski <br /> <br />Chairperson Bawden called the public hearing to order at 7:51 p.m. <br />PRESENTArTION <br /> <br />Zoning Administrator Frolik stated that North Suburban Development is requesting preliminary <br />plat approval ~of Sunfish Square. The plat consists of approximately 40 acres on the northeast <br />comer of the ~ter~eefion of County Road gl 16 and County Road #57. The current proposal is to <br />develop the 9roperty with 69 single family residential lots and reserve 8.7 acres for future <br />development .with~multi-family units and 1.2 acres for commercial business. Ms. Frolik stated that <br />the develol~r ,must submit a landscape plan that includes a tree preservation plan and provisions for <br />the planting o~f a .Wee on each lot. The landscape plan must also provide for a berm to buffer the <br />single family Bts ~om County Roads #57 and gl 16 and the surrounding commercial development. <br />She added that the existing asphalt contractor located on the property would relocate. Asphalt <br />debris has been dumped and stored on the property illegally. The solution being discussed at this <br />time is bringing a crusher onto the site to process the debris into road base for the planned streets in <br />the plat. <br /> <br />City Engineer Jankowski stated with regard to accesses, the plat, as shown, would suggest that <br />additional aec~s~s onto County Road #57 and County Road gl 16 will be required to service Lot <br />33 which is bging reserved for multi-family units. He stated this is undesirable as it will place <br />these accesse~ either too close to the intersection or to 142nd Avenue N.W. and Vanadium Street. <br />N.W. He suggest0d that access into the multi-family portion of the plat be provided by extending <br />141st Avenue~ N.W. and Xenon Street N.W. into Lot 33. This may result in eliminating Lots 1 <br />and 2 and 31 Iand 32 of Block 2 and adding this area to the multi-family zone. Access to the <br />commercial Lot 3~ should also be considered. Mr. Jankowsld stated that the grading contours on <br />the east and fl_orth do not extend far enough. He suggested the contours be extended and the <br />grading plan ~ modified. With regard to drainage, he noted that the basins are shallow (four feet <br />depressions) a~d are normally dry.
