PLANNING AND ZONING COMMISSION
PUBLIC HEARING
CITY OF RAMSEY

STATE OF MINNESOTA

The Ramsey Planning and Zoning Commission conducted a public hearing on
Tuesday, March 3, 1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd.
N.W., Ramsey, Minnesota regarding L&G Rehbein, Inc. 's request for a
conditional use permit to grade and excavate to create a man-made lake in
Northfork P.U.D.

Members Present:

Mr. Ken Peterson, Chairman
Mr. Roy Shumway
Mr. Ben Deemer
Mr. Gerald Zi~merman
Mr. Charles LaDue
Mr. Terry Hendriksen
Mr. Jim Howell

Also Present:

Community Develo~nent Director Anne Norris

CALL TO ORDER

Chairman Peterson called the public hearing to order at 7:33 p.m.

CITIZEN INPUT

Gerald Rehbein was present and stated that they were proposing to create
the lake in the western portion of the P.U.D. The development needs a
watershed holding pond for storm drainage and the owners of the P.U.D. '
would rather construct a lake to allow for better homes and a higher tax
base for the community. By creating the lake, the developers are hoping
that this will create an attraction for homes on the west side of the
develot~nent. It will take several years to construct the lake and the lake
will be 20-25 feet in depth. The lake will be stocked with fish and will
be large enough for fishing but won't be large enough for motor boats.
The developers are proposing to include a swimming beach for Northfork
residents. Rehbein is proposing to create 40 acres of surface area on the
lake and will excavate between 40-45 feet of dirt and the lake will be 20-
25 feet above the water table.

Steve Wrench - 16470 Fortmann Circle - Requested if there is a master plan
for the development and that this was the first the residents have heard of
actual plans for a lake. He would like more plans and more information.

Mr. Rehbein - Replied that there has been a master plan for the development
in the sales office since the opening of the PUD.

Steve Wrench - Inquired as to the amount of traffic created and time to
construct the lake.

Mr. Rehbein - Replied that they would use State Aid roads; there would be
no traffic on Jarvis Street; and it would take 3-5 years to construct the
P&Z Public Hearing/March 3, 1987
