The purpose of this meeting was to review
the proposed resolution to reduce the 1980 valuations on commercial and
industrial buildings and land and open land back to the 1979 valuations
because of the present economic situation and the burden the 1980 valuations
would be on the businesses in the city. The board was given a list showing
the specific reductions.~

City Administrator Schnelle asked the board, to read over the proposed.
resolution for changes or corrections.

Mayor Gamec asked if Class W properties are platted lots.

City Assessor Wirz said Class W properties are not platted lots.

Discussion was held on the proposed resolution.

City Administrator Schnelle said he thought the legislature should review
the assessment laws because of the situation with the economy, and the
business man isn't getting the breaks the residential people are. Also,
the city doesn't have sewer and water.

County Assessor Thurston noted that the City of Ramsey had the highest
fiscal disparity in the county and that its contribution to the pot
is approximately $143,000 and. it would get approximately $2300 back.

Discussion followed on the complexity of the fiscal disparity procedures.

County Assessor Thurston informed the board that there is someone at the
courthouse who is familiar with fiscal disparity who could help understand
it, but it is so complex, it is not very easy to understand.

Board of Review
May 29, 1980
Page 1
