City Administrator/Economic Development Manager Patrick Brama <br />City Attorney Joe Langel <br />CALL TO ORDER <br />Mayor Strommen called the City Council Work Session to order at 5:34 p.m. <br />2. TOPICS FOR DISCUSSION <br />2.01: Discuss Level III Predatory Offender Residency Restrictions <br />Police Chief Katers reviewed the staff report. <br />Councilmember Kuzma asked if this would only apply to Level III. <br />Police Chief Katers confirmed that this language would apply to only Level III offenders, which <br />are the most likely to reoffend. He provided examples of how the Minnesota Department of <br />Corrections assists. He stated that most of these people have served their entire sentence but are <br />registered as predatory offenders for life. <br />Councilmember LeTourneau stated that he does not truly understand the risk to the community <br />and asked if the City has the right to restrict a person's rights in this manner. <br />City Council Work Session / August 23, 2016 <br />Page 1 of 6 <br />
